ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of Unit, Chief or Administration Officer.
At this level job holders typically have independent responsibility for technical, specialised work including planning, organisation, and coordination and setting objectives. They also deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. Job holders have a level of expertise and knowledge to adapt and develop systems and processes in order to continually improve the level of support provided. Job holders are expected to motivate and develop a team of support staff and/or are responsible for specialised support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (the “Employer”) as part of its programme of work in Sudan requires technical support from a civil engineer, architect, o related (referred to as “Facilities Manager”) to undertake maintenance and refurbishment activities in its main office building and sub offices. The works are aimed to improve the working conditions and wellbeing of the staff members and tenants.

Accordingly, the Facilities Manager should have experience as a project management and refurbishment works. The Facilities Manager will also require experience in construction contract management, including knowledge and experience of construction contract law; and experience of managing FIDIC or related construction contract formats.

ACCOUNTABILITIES/RESPONSIBILITIES:

Facilities maintenance and construction

  1. Supervise the maintenance of all office and work environments in all CO buildings and premises including office equipment.
    • All premises are maintained clean, in good physical conditions, and provide a safe working environment.
    • Ensure an appropriate allocation of office furniture is done, making periodic and preventive maintenance checks.
    • Ensure photocopiers in CO are properly maintained and continuous work is maintained.
  2. Acting as the project focal point between the Employer and the Contractor / and others;
    • Ensuring that construction activities or work programs take account of and adhere to local regulations and legislation.
    • Monitoring and evaluating on-site and off-site facilities, including materials or other test laboratories, to ensure compliance with the terms of a contract. This shall include monitoring any laboratory testing and recommend improvements (if any) to ensure compliance with relevant codes and standards.
    • Preparing, reviewing and approving "as constructed" documentation and preparing reports confirming, or otherwise, the satisfactory completion of any work, whether by contract or by ‘direct labour’.
    • Inspecting and reporting on completed works to the Head of Unit, and overseeing ‘substantial completion’ milestones, hand over and occupation of completed works.
  3. Develop and maintain reports on units’ key performance indicators ensuring proper monitoring of these.

Reporting and budgetary management

  1. Report to Head of Unit, via structured meetings or other means with regards to any arising or on-going technical, financial, contractual or programme issues at the project sites. Provide regular updates on progress.
  2. Establishing standard comprehensive systems for construction and site records.
  3. Preparing and issuing reports, with content and format approved by the Head of Unit, including inception reports, periodic progress reports, a detailed project completion report.
  4. Preparing comprehensive project budgetary estimates and construction cost estimates for proposed construction works.
  5. Processing and certifying interim and final payments for construction activities.

Health & Safety

  1. Ensuring that activities related to works adhere to internationally recognised standards for health and safety applicable for the works, for adjacent properties, for all site personnel, and the general public.
  2. Notifying the Head of Unit of any serious breaches to health and safety rules on the project.
  3. Reporting of all health & safety incidents, events, ‘near misses’ and accidents in periodic progress reports.

Other

  1. Other tasks as may be assigned by the Head of Unit.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of secondary school education plus a post-secondary certificate /diploma in the related functional area. A first university degree in civil engineering, architecture, facility management, or related is desirable.

Experience:

  1. At least 6 years of progressive working experience in the UN, NGOs and humanitarian context; of which at least three years of relevant experience in construction, maintenance and management of infrastructure. Work experience in UN Organization is an asset.
  2. Experience in project management, including preparation of bill of quantities and supervising civil works.
  3. Experience in interpreting contract documents, specifications, and blueprints as well as quality standards, health and safety procedures

Languages:

  1. Essential - Fluency in English – written and spoken
  2. Essential – Fluency in Arabic – written and spoken
