ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

BACKGROUND:

With the overall Goal of supporting smallholder farmers to better access extension services and other services providers through technical training, strategic partnerships and strengthening association’s capacities. The Connecting Famers to Markets (F2M) established in 2009 in Sudan, since then, WFP has been implementing (F2M) programme in CETA and Darfur.

 More recently, WFP has been engaging in Post-Harvest Loss Reduction management (PHL) as a focus area for F2M programme – targeting small scale holders with access to agricultural land and experiencing high losses after harvest, the project was designed to achieve the following outputs:

  • Increase household food availability by reducing pre-farm gate losses, which enable smallholders to store grain throughout the year
  • Increase household income by empowering smallholders to sell surplus grain at higher prices (further away from harvest, when prices have recovered),
  • Smooth household income by empowering smallholders to “bank” grain and sell when needed,
  • Increase food safety, health and nutrition through reduction of aflatoxin contamination, and
  • Create awareness, align market incentives, and motivate the private sector to serve a newly created market for hermetic storage.

 

 

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.  
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB RESPONSIBILITIES

The Programme associate will contribute to WFP’s shift to Country Strategic Plan and to the growing resilience-building and safety nets portfolio. Specific Tasks include:

Training and capacity building

  • Assist in developing and rolling out implementation guidelines for F2M/ PHL in Sudan.
  • Support the organisation and implementation of F2M/PHL orientation workshops
  • Ensure training targets and timelines are met

Monitoring and Reporting

  • Support the team in developing and testing M&E tools for PHL work in sudan.
  • In coordination with the M&E unit, follow up on monitoring data collection, analysis and reporting.
  • In coordination with the M&E unit, implementing partner and sub offices, closely monitor that the trainings are delivered and silos distributed to the targeted farmers as agreed.
  • In coordination with the M&E unit and Area offices, help in facilitating trainings for the enumerators to ensure that questionnaires are filled properly and all needed data were accurately collected and sent to Khartoum
  • In coordination with the M&E unit, follow up on the project baseline, impact assessment of the post-harvest losses reduction project.
  • With the F2M team, periodically review the project M&E tool kit and recommend changes when needed
  • Follow up with payment & payment clearances for the implementing partners
  • Keep track of all action points decided during meetings and ensure to follow up with relevant stakeholders
  • Provide regular reports and updates on the project

Hermetic storage Procurement

  • Follow up on procurement as relevent
  • Prepare technical specifications of needed storage and communicate them to a range of stakeholders as needed.
  • Participate on technical review visits to vendors/suppliers when required by the procurement, and participate on reviewing the results
  • Follow up with the suppliers on silos/hermetic bags delivery to the targeted States and with logistics for delivery to the final destinations (targeted villages)
  • Keep track on silos produced/delivered and report on damages

Partnerships and Communication:

  • Facilitate coordination meetings with all F2M/PHL stakeholders and partners including Microfinance Institution (MFIs), State ministry of Agriculture, PHL implementing partner and private sector.
  • Liaise with potential NGO and private sector partners to upscale the Post-harvest project in CETA offices. 

 

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education. A first university degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance is preferable.  

Experience:

At least 5 years of progressive experience in humanitarian context and NGOs with at least 3 years of experience in one or more of the following:  economics, programme management, monitoring and evaluation, statistical analysis. Experience in procurement processes is an advantage.

Good experience on community development aspects and Gender.

Language: Fluency (level C) in Arabic and English languages.
