 Background:

The Government of the Republic of the Sudan (GoS) has received financing from the The African Development Bank (ADB) towards the cost of Improving Health Access and Systems Strengthening.

The project will address key health priorities of the country including reproductive and child health, nutrition and cancer control. The three main project components are: 1) Institutional Capacity Building of Health Systems including subcomponents a) Capacity Building of Human Resources for Health and b) Support for Health Service Delivery; 2) Demand Generation for Health Care Utilization; and 3) Project Management.

The scope of Component 1 will be national, whereas Component 2 will focus on four States of Sudan, namely El Gezira, Khartoum, Northern State and River Nile.

It is against this back drop that the project is recruiting an Accountant, to form part of the Project Implementation Unit to be based in the Federal Ministry of Health. The incumbent will report to Project Coordinator of the project.

 



 
 Duties and responsibilities:

The Accountant will perform the following duties:

  1. Prepare financial requests and disbursement sheets according to the guidelines.
  2. Follow with the departments to ensure different activities are implemented according to the approved budget.
  3. Work in close collaboration with the financial sections in different departments to prepare the financial reports and liquidations guided by the national and ADB regulations.
  4. Ensure data is properly recorded and entered into the system.
  5. Participate in the supervisory visits to departments and States to ensure the implementation of financial regulations.
  6. Reconcile all advances as laid down in SOP
  7. Ensure full compliance with the governments rules and regulations of financial processes, financial records, ADB reports and audit follow up
  8. Assist in the preparation and modifications of budgets for projects, follow-up with guidelines and procedures.
  9. Timely preparation and implementation of the income tracking system and follow up on cost recovery.
  10. Proper control of the supporting documents for payments and financial reports for ADB
  11. preparation of all types of vouchers along with their supporting documents;
  12. Prepare and maintain quarterly advances and financial reports and keep a track of all funds released by the Project
  13. Prepare necessary documentation for quarterly advances and their settlement
  14. Maintain an accessible filing system in the project relating to finance.
  15. Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted; claims, POs and other entitlements are duly processed.
  16. Timely review of cash position for project accounts to ensure sufficient funds on hand for disbursements.
  17. Timely preparation of monthly cash flow forecast to obtain estimate of requirement for use by project management team
  18. Management of cash receipts; Follow up and maintenance of the Accounts Receivables for the projects

 


 
 Minimum Qualification, Skills and Experience Required:

The Accountant will have at least:-

  • Master’s degree in economics, finance or commerce.
  • Five (5) years of proven experience with:
    • Experience working with donor funded programs.
    • Experience working with high level government officials and business executives.
  • Excellent communication skills (including oral, written and presentation skills).
  • Good interpersonal skills including diplomacy, tact and ability to negotiate and influence Excellent command of written and spoken English.

 


4. REPORTING REQUIREMENTS

The accountant is working under direct supervision of the PIU manager in a matrix structure in accordance with government and ADB guidelines and regulations.

As part of this assignment, The Accountant will prepare monthly, quarterly and annual financial reports.

 

5. DURATION OF THE WORK

 

The contract is for a period of five years, which is renewable at the end of each year based on performance of the incumbent to the satisfaction of the project management.
