Program Accountant

Sudanese Red Crescent Society, in cooperation with the Danish Red Cross, is recruiting: Program Accountant – for DRC Country Program covering all projects.

Reports to:

  1. SRCS Finance Director – line Manager.
  2. Danish Red Cross Finance Delegate in Sudan – Technical Manager.
  3. Project Coordinator.

Salary & Incentives:

Responsible for:
Ensuring effective and timely financial management of DRC supported projects in Sudan.

The Danish Red Cross (DRC) has been working in collaboration with the Sudanese Red Crescent Society (SRCS) for nearly 30 years. The main areas of intervention have included health, water, sanitation and hygiene, food security and non-food items.
Currently, DRC portfolio of projects in Sudan is composed of 5 projects in 4 different geographical areas (Northern State, River Nile, Red Sea, White Nile), ranging from Wash/Health services provision to Climate Change, Psychosocial support and Protection as well Migration.
In order to ensure proper financial tracking between DRC/SRCS office in Khartoum and the various branches which are involved in the ongoing actions, DRC/SRCS are looking to recruit a competent and dynamic “Program Accountant”. The position will be based in Khartoum, within the Sudanese Red Crescent Society offices.

Main tasks:

  • Coordinate and assist the SRCS and DRC in preparing annual project budgets, ensuring that SRCS and DRC specific guidelines are adhered to.
  • Manage projects cash flow by preparing and submitting quarterly cash requests to the DRC Regional Office in consultation and coordination with DRC Country Coordinator and respective project Delegates.
  • Carry out monthly and quarterly reconciliations for DRC supported project expenditures, bank, petty cash, working advances and other prerequisite routine processes as shall be guided.
  • Prepare periodic project financial overview of budget and expenditure, and appropriately update and advise SRCS Finance Director and DRC Country Coordinator and respective project Delegates.
  • Prepare and handle cash and cheques payments, including delivery to suppliers/ service providers whenever necessary.
  • Ensure that all invoices sent from the Branch to Headquarters (Khartoum) have been photocopied and that such copies are retained at the Branch for records purposes.
  • Translate project related documents from Arabic to English whenever required.
  • Review all project expenditures to ensure that they are in compliance with SRCS and DRC requirements, and subsequently record/ book them into SRCS Accounting System.
  • Ensure timely preparation and submission of project quarterly and annual financial reports as per the SRCS and DRC guidelines.
  • Help in the planning and organizing of annual project audits in accordance with the DRC/ donor’s Audit requirements.
  • Keep close coordination and communication and guide the Branch project staff on matters related to finance.
  • Ensure that the DRC Country office is sufficiently stocked with stationary (printer ink, sheets, notebooks, folders, pens, pencils, staples, clips, etc.) and any other required material.
  • Maintain sound administrative procedures in the DRC Country Office, including proper filing system. Follow up with both SRCS Logistics and Finance Department on quotations and requisitions for project material to ensure timely availability of material. Circulate corresponding documents for signature.
  • Perform field visits as per need, write field visit reports
  • Perform controls and ensure compliance by field accountant, and work continuously for improvement throughout the Projects.
  • Immediately inform SRCS Chief Accountant or SRC Country Coordinator of any problem or issue arising in the course of the work.
  • Main interlocutor and facilitator for audits.
  • Prepare Memos for the diverse administrative procedures (finances, logistics, administration, car fleet, etc.) in the house and deliver them to right people. Ensure follow up.
  • Support to DRC Delegates and other staff/visitors on relevant/ required administrative issues.
  • Stay informed of Government rules and regulations relating to financial management and administration in the country.
  • Contribute to safety and maintenance of DRC Country office and project equipment, and maintain an assets register.
  • Any other duties as may be required by the DRC Country Coordinator or Delegates or SRCS Finance Director.

Personal qualifications:

  • University degree in accounting, finance or business administration.
  • Supplementary qualifications in Accountancy (CPA, CA, ACCA etc.) are an added advantage.
  • Good command of spoken and written English language.
  • Competent user of Microsoft Office products including Word, PowerPoint, outlook, and an advanced knowledge of Excel.
  • Experience of using financial software e.g. Sage will be an advantage.

Experience and Knowledge:

  • Minimum 3 years relevant managerial experience, with demonstrated skills in effective compliance to procedures and control of expenses within international or non-governmental organisation (NGO)

  • Fluency in Arabic - spoken and written.
  • Fluency in English-spoken and written.
  • Core Competencies:

Managerial skills, familiar with financial tools and management, very at ease with numbers, excellent logic & analytic skills, willingness to acquire skills in budget control / monitoring performance, able to identify and report risks and problems, organized and able to prioritize, expert knowledge of Excel, able to train / coach finance staff, fast-learner.
