Sudan Federal Ministry of Health (FMOH) is a key partner to the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM). FMoH assumed the role of the Principal recipient of GFATM grants in Sudan, namely Health System strengthening grant since 2015. This role was further extended to include both Malaria and Health Systems Strengthening grants for the period 2018-2020. In its role as the principal recipient, FMoH ensures quality financial management, timely procurement of supplies and services delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMN) is and will managing the GFATM grants (2015-2017 & 2018 - 2020) with an approved budget of over US$ 120 Million. The Unit provides quality assurance and oversight, guidance to routine management of (GF-PMN) Program funded by the Global Fund. The overall goal of the project is to prevent deaths caused by diseases, reduce the burden of HIV and Tuberculosis, interrupt transmission of HIV/Aids, reduce morbidity, and to contain and prevent Malaria outbreaks, as well as to strengthen the Health System.    

 Duties and responsibilities:

Job Purpose/ Summary :

Promotes a collaborative, client-focused, quality and results –oriented approach across the PMU and Stakeholders, works in close collaboration with RSSH and Malaria grant, supply chain, and finance  and admin staff within the PMU to provide capacity development and technical assistance to PMU and Implementing units on M&E, surveillance and other key strategic information areas. Furthermore, implement the RSSH monitoring and evaluation strategy and guidelines resulting in quality M&E interventions in addition ensure the timely preparation and submission of required program reports to Global Fund and finally performance management and knowledge sharing in M& E area.

Duties & Responsibilities  


  1. Provide capacity development and technical assistance to RSSH grant implementing units and partners on M&E, surveillance and key strategic information areas.


  • Provide technical support to the FMoH to establish a robust health information system, especially in the roll out of DHIS2 system.
  • Support in coordination between the various implementing units in FMoH to ensure that data collected at the health facility for RSSH interventions are adequately captured in the HMIS/DHIS2.
  • Coordinate and collaborate with the entities that is implementing key surveillance, M&E and strategic information initiatives in the RSSH for timely completion and quality outputs.
  • Facilitate the development of Health System Strengthening M&E plans in line with the national priorities.
  • Design and disseminate M&E reporting tools and templates that supports PMU to effectively shoulder the PR role and enables implementing units and key partners to effectively plan, implement, monitor and evaluate the assigned grant activities.
  • Assess the M&E needs of RSSH implementing units and provide capacity development support, resulting in effective participation in Global Fund M&E activities, such as On Site Data Verification, and LFA PUDR assessments.
  • Provide needed technical assistance to implementing units and partners in strengthening M&E activities.



  1. Implement the RSSH programme monitoring and evaluation strategy and guidelines, resulting in quality M&E activities.
    • Monitor and evaluate the programmatic aspects of RSSH grant implementation by FMOH PMU and its key partners and IUs including quarterly verification and reporting to management, stakeholders and donor.
    • Ensures that the Global Fund grants is being implemented in compliance with the Global Fund rules,  and FMOH rules, regulations and procedures related to M&E
    • Works closely with the Malaria and RSSH grant sections to identify and address any bottlenecks, constraints, challenges and opportunities in grants implementation.
    • Establish constructive communication and collaborate closely with different grant sections, including implementing harmonized approaches with respect to grant tracking.
    • Identify innovative approaches and modalities to achieve grant targets
    • Work closely with grant sections to monitor progress of grants including routine follow up of IUs work plans and organize periodic joint grant performance review meetings
    • Conduct regular joint monitoring field visits to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, with the involvement of the relevant grant colleagues, local and regional authorities and implementing units.



  1. Support and ensure timely preparation and submission of required projects reports (quarterly, annual or any other required report) to FMOH and Global Fund
  • Ensure the development and monitoring of performance frameworks for the RSSH grants, in close cooperation with the respective grant section.
  • Work closely with grants and operations sections towards effective monitoring, timely development of reports (quarterly, annual, ad-hoc, grant closure etc) and analysis of results of projects to incorporate lessons learnt into recommendations for improvement to be implemented by partners.
  • Ensure regular communication and timely feedback the implementing units and partners on quarterly and semi-annual reporting issues including timeliness, correctness, and availability of required supporting documents and the overall implementation of the agreed work plans.
  • Ensure the successful joint (including implementing units and partners) compilation of reports to be submitted to the Global Fund.
  • Maintain effective communication and collaboration with the Local Fund Agent (LFA)


  1. Performance management & knowledge sharing in M&E
    • Support in the development of M&E knowledge products based on lessons learned, experiences and data generated through grant implementation and provide sound contributions to FMOH knowledge networks and communities of practice.
    • Liaise with the PMU various sections to identify success stories and best practices learnt from the grant and ensure proper documentation and dissemination.
    • Support in provision of training and guidance to the grant and M&E staff within the PMU and develops work plans and priorities, monitors achievements and evaluates performance of M&E staff.
    • Supports and assists other team members and undertake additional tasks as assigned by the supervisor, as required.

 Minimum Qualification, Skills and Experience Required:

a-Qualification : 

Post Graduate degree, preferably in Public Health, Social Sciences, Population Studies, or related areas or Bachler Degree in any Medical field, Social Sciences, Statistics or related areas and additional two years of relevant working experience will also be considered.

b-Experience :


  • A Minimum of 3 years relevant experience in supporting Health and Logistic Management Information systems, epidemiological and surveillance systems or strategic information in the country, project management, monitoring and evaluation of public health programmes,
  • Understanding and experience in the Monitoring and Evaluation management tools and mechanisms of GFATM and FMOH is an advantage
  • Relevant experience working with government counterparts;
    Sound knowledge of the UNDP programme and financial procedures is a clear advantage.
  • Excellent organizational and interpersonal skills;
  • Excellent communication and written communication skills;
    Strong IT skills
  • Ability to work under pressure in order to meet strict deadlines;
  • Ability to travel within Sudan;
