The GIZ Office in Khartoum is looking for a qualified person to fill the following position: Technical Advisor (Architect or Civil Engineer) for Construction and Rehabilitation Measures in Darfur for the project “Strengthening the Capacities for Reconstruction in Darfur”.

The technical advisor for construction and rehabilitation measures is reporting to the advisor of the Darfur project and shall assume the role of a counter-part for the international architect consultant.

Context:
Employment-oriented private sector development is an important factor contributing to a peaceful society. The project’s aim is to create more sustainable employment opportunities for qualified people in Darfur. Demand-oriented vocational and entrepreneurship training conveys technical skills and know-how to young people on how to start a business. Artisan workshops that provide vocational training are enabled to expand. Business development services support selected enterprises to compete on the local market, to increase their revenue and, ultimately, to offer new employment.
The technical advisor for construction and rehabilitation measures is responsible for the coordination, planning, implementation, monitoring and technical acceptance of various intended rehabilitation, extension and/or construction measures in El Fasher and El Geneina through an integrated capacity building approach for key partner organizations/ institutions such as the `Supreme Council for Vocational Training and Apprenticeship` (SCVTA), the State Ministries of Education North and West Darfur, the management bodies and staff of both Technical Secondary Schools and the `Small Industries and Crafts Union` in El Fasher.

The activities are being implemented in the capitals of North and West Darfur. Frequent duty trips to Darfur (1-3 times per months) are planned.

As a technical advisor for construction and rehabilitation measures, you are responsible for:

  • Providing result-oriented, technical and managerial support and services regarding coordination, planning, implementation, monitoring and technical acceptance of various intended rehabilitation, extension and/or construction measures in El Fasher and El Geneina.
  • Ensuring in close coordination with the international architect and GIZ’s Technical Advisor result and GIZ standard oriented performance of the national consultant(s) (architect/construction engineer) with duty station in Darfur.
  • Supporting partner organizations/ institutions such as the `Supreme Council for Vocational Training and Apprenticeship` (SCVTA, ), the State Ministries of Education, the management bodies and staff of both Technical Secondary Schools and the Small Industries and Crafts Union` in El Fasher, but also contracted national consultants through an integrated capacity development approach based on demand-oriented backstopping and `on-the-job-training` in fulfilling their tasks and services.
  • Ensuring in close coordination with GIZ`s Technical Advisor and the international architect consultant, a permanent communication/ liaison with GIZ HQ`s Construction in International Cooperation Section (G230) in order to adhere to all relevant GIZ technical standards and regulations and hence, to obtain timely all necessary internal approvals.

Specifically, your tasks comprise:

  • Elaboration of architectural designs (as-built drawings/ preliminary and detailed design), structural drawings, cost estimations, construction time schedules, BoQs, tender and award documents for the planned construction and rehabilitation measures.
  • Preparation of technical implementation concepts, progress and final reports as well as certificates of taking over/handing over and comprehensive photo documentations.
  • Crosscheck survey data, owners estimates, tenders and bills of quantities developed by other consultants and partners to ensure accuracy and economic efficiency at all times.
  • Liaison with the GIZ HQ construction department where necessary, providing technical input and prepare and coordinate documents for mandatory internal approvals.
  • Monitoring and supervision of all planning and implementation activities to ensure adherence with GIZ’s standards and regulations.

Other duties/additional tasks:

  • Performs other duties and tasks at the request of management.

Your qualifications, competences and experience comprehend:

  • Academic degree in architecture or civil engineering (B.A. or Master) – registration as a chartered architect/ engineer would be an asset.
  • Extensive practical working experience (more than 10 years) in planning and implementation/ supervision of construction and rehabilitation measures.
  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office, CAD software).
  • Business and results orientation.
  • Experience in working within international teams.
  • Willingness to travel to Darfur and to move with restricted mobility due to GIZ security measures.
  • Proven experience in gender equality/women’s empowerment and inclusion of people with social disparities.
  • Excellent English and Arabic communication skills, both verbal and in writing.
