The Ministry of Welfare and Social Security (MoWSS) is implementing the "BUILDING CAPACITY FOR INCLUSIVE SERVICE DELIVERY" project in partnership with the African Development Bank. The project is managed by a Programme Implementation Unit (PIU) established inside the Ministry and targets two states, North Kordofan and White Nile. The ILO takes responsibility under the AfDB-MoWSS programme for the realisation of major parts of the programme's third outcome: Sustainable community-based safety-net platforms in North Kordofan and White Nile. Poor communities will enhance their skills, employment and income generation potential and hence will be enabled to benefit from social protection services.
The project is composed of the following three interrelated results:

  • Skills of local women and youth are enhanced to improve employability, income generation and their participation to health insurance systems
  • Sustainable micro and small enterprises are created to generate income and jobs and improve health insurance coverage
  • A coordinated delivery mechanism for social protection, skills development and other social services is designed and capacity built to facilitate access to health insurance and other services and transfers


The ILO Country Office Addis Ababa requires the services of the following position to help in the implementation of the above project and is, therefore, seeking to recruit highly motivated and qualified candidates.

Job Title: National Officer - Local Development Officer (NOA)
Based in the office of the key Government partner and under the overall supervision of the Director of the ILO Country Office in Addis Ababa, and the direct administrative and technical supervision (day-to-day) of the Project Manager, the National Officer (Local Development Officer) will be responsible for coordinating the project at the State level.

Roles & Responsibilities

  • Ensure that all concerned bodies at local and Regional levels have good understanding about the goal and objectives of the program through different meetings, trainings and workshops;
  • Create good networking with Local, District and Community Organizations and other concerned government partners and assist them in activities which relate with the Productive Safety Net Programmes;
  • Closely supervise, monitor and evaluate field activities based on the schedule to ensure the accomplishment of Productive Work activities with good quality and quantity;
  • Provide support to counterpart government staffs through coaching and regularly monitoring their capacity needs and gaps;
  • Assist in the development of economic profiles of the region, locality and community;
  • Facilitate and support the implementation of the ILO’s Training for Rural Economic Empowerment methodology in selected communities;
  • Take minutes at meetings and maintain economic development committee files and reports;
  • Support the identification of sectoral opportunities for economic development and employment generation;
  • Act as a liaison between the National Project Coordinator and the local organizations, businesses and individuals and representatives of government, business and industry concerning economic development;
  • Assist with the development of job creation projects capacity needs and gaps;
  • Work cooperatively with the National Project Coordinator and the Program Implementation Unit, and in particular the State Coordinator for the respective state;
  • Engage in the preparation of periodic plans and accomplishment reports (annual, biannual, quarterly, and monthly budget/cash flow and physical activity plan and report, purchase plan, annual commodity plan, vehicle plan, plan for field visit, etc.);
  • Ensure proper management of the organization tools, equipment and materials which are assigned under the component;
  • Ensure clear and net documentation of every relevant information under the component.


Qualification and Experience
Education: First level University Degree in Business Management or Social Sciences or Development Studies.
Experience: At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Prior experience preferably in an NGO setting and in a similar development project is an added advantage.
Languages: Excellent command of English and good working knowledge of Arabic.
