Project Engineer
Libya Oil Sudan

A- GENERAL JOB PROVISIONS:
Responsible for the implementation / execution of best practices construction and engineering techniques to deliver high quality investment facilities both initially and overtime, aligned to business objectives while maintaining diligent oversight in the areas of OIMS/Safety/Controls

B- BASIC FUNCTIONS:
• Conduct at least two contractors training / refresher for contractors in a Year.
• Perform contractor safety performance appraisals for all Capital project contractors.
• Enforce Retail programs and SHE requirements for all capital project work and ensure all work is done as per Libya Oil SHE expectations.
• Keep abreast of new SHE requirements for effective Project management.
• Prepare Capex budgets for planning.
• Coordinate Project reviews and approval through all required stages.
• Liaison with user departments to ensure project objectives are met.
• Project planning, scope development and scheduling.
• Equipment specification and selection.
• Coordination of the activities of Consultants and Contractors.
• Conducting Environmental Audits within an year and handling all environmental issues as per
• Performing on site Project supervision.
• Processing of service provider payments.
• Evaluation of contractor performance and quality assurance.
• Management of Project Implementation and Commissioning.
• Management of project expenditure and AFE's.
• Preparation of Plant Addition Reports and other required project close out documentation.
• Provide monthly project status reports.
• Ensure that all M&R work is implemented in line with the necessary checks and Libya Oil control requirements.
• Participate in technical and supervisory training sessions to enhance skills,  job competency and performance.
• Keep up-to-date on Libya Oil technical standards and ensure local compliance to the requirements and expectations.

Qualifications & Experience Required:
University degree in Civil Engineering field and minimum 03 years post qualification experience in Petroleum or Construction industry, or Engineering Project Management.

COMPETENCIES:
• Sound technical skills/business judgment/ability to negotiate.
• Good communication skills/understanding of work processes.
• Thorough understanding of controls/policies (i.e. environmental).
• Supervisory/motivational skills.
• Teamwork/Good leadership and coaching skills.
• Fluent in English.
• Computer literate.
