STANDARD MINIMUM QUALIFICATIONS

ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO and Area/Field Offices. Job holders report to a Logistics Officer, Head of Unit or the designate.
At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.
JOB PURPOSE
To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of Head of Zalingei Sub office and Technical supervision of the Area Office logistics officer in Geneina, the incumbent will be responsible for the following;
General Logistics
-
Under the guidance of the Logistics Officer, manage issuance of LTIs for both food and non-food commodities in a timely manner for approved CRNs and Cargo Allocation plan.

Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process.

Manage overall logistics and logistics- related operation at Nertiti & Jabal Mara emergency response
-
Inform WFP logistics unit in Geneina AO for any logistics delay / or problems in food deliveries
-
Ensure the weekly LTI reports are accurately compiled and submitted timely.

Monitor the movement of food and non-food items and report circumstances which impact on timely deliveries;

Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary

Conduct transport market assessment and present the report to Logistics Officer

Supervision of warehouse operations (receipts, dispatches, reconstitutions and quality control) in coordination with the Logistics Officer.

Supervise the Rub Hall to ensure facilities and warehouse yards are regularly maintained and repaired at Sub Office and CP warehouses
-
Supervise porters to ensure proper stacking, assist in preparation of porters bi-weekly payments-ensure proper documentation is followed.
Commodity control
-
Thoroughly check the information registered on the movement documents for clarity and correctness in accordance with procedures before data entry is performed in LESS.

Prepare the STO’s (LTI), Monitor correct use of the waybills and supporting documents in accordance with the distribution plans
-
Insure all data such as waybills; losses report forms and reconstitution forms are handled as the LESS guidelines.

Receive process and reconcile any and all invoices for the Nertiti, Zalingei and Golo warehouse management and distribution as well as tertiary transport if any.

In coordination with Logistics in Geneina and Zalingei SO, prepare and request monthly Operation advance for Logistics operations in your area of responsibility and submit expenses report with supporting document to Finance in Zalingei and Logistics unit in Geneina for review.

Organize and execute systematic audits and reconciliation excises to compare records against actual physical stocks on daily basis.

Participate in warehouse random checks and monthly physical inventories, ensuring all stock records/ledgers are updated on regular basis. Ensure that WFP internal control systems are functioning and that all relevant records are maintained;

Consolidate information on daily incidents and notify it to the supervisor and other concerned parties.

Undertake missions to asses and report logistics capacity

Plan and undertake training activities for staff and other partners to build capacity and transfer knowledge.

Supervise general service warehouse staff as required.

Perform other related duties as assigned.
