ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to Logistics Officer, a Head of Unit, or the designate. At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.



 
 Duties and responsibilities:

1.Compile the preliminary shipments information’s received from WFP HQ, establish records for the expected arrivals and disseminate to concerned staff for further follow up on actual arrival.

2.Assist in following up with Khartoum CO and HQ shipping unit and ensure receipt of complete set of required shipping documents and relevant exemption letters, timely seeking supervisor’s intervention in case of potential delays.

3.Timely provide the clearing agent with the full set of required shipping document and exemption letters, draft relevant covering letters and maintain proper filing of copies. 4. Maintain all shipping information generated in an updated weekly shipping bulletin and disseminate it as appropriate.

5.Assist in preparation of performance evaluation of contracted clearing agents as well as market prices surveys.

6.Maintain close follow up with Superintendent Agent to obtain prompt receipt of final outturn reports of Food items and other relevant reports. Check for accuracy and dispatch to HQ.

7. Establish liaisons with shipping agents, clearing agents and superintendents and supervise/ monitor the discharge of WFP bulk, break bulk and containerized shipments, ensuring adherence to WFP standards: Seeking supervisor’s intervention in case of any unforeseen problems pertaining to discharge and/or clearing operations. In collaboration with WFP superintendent ascertains accurate bags weights, sound cargo quantity, segregate improper weights and quality, and report accordingly.

8.Follow up with the Sea Ports Corporation on expedient transfer of WFP containers from terminal to inspection area for subsequent inspection and completion of clearance formalities.

9.Follow up with SSMO, Health Quarantine, Plant Protection and other enforcement agencies for inspection, sampling, analysis, certificates, explanations when requested etc and promptly escalate to supervisor any difficulties or delays.

10.Check and verify in timely manner invoices for superintendence, clearance and other extra charges including extraordinary payments and demurrage as well as identify parties responsible.

11.Supervise de-stuffing operations of containerized shipments to ensure accurate dispatches of sound quality and correct quantity as per the approved STO; supervise the performance of the cargo superintendent and report accordingly.

12.Maintain and update proper filling and archiving system for all shipping and Customs clearance related documents.

13.Ensure original cargo releases are submitted as a control before payment is certified and generate relevant POs for the expected services well in advance of service delivery in line with IPSAS guidelines.

14.Adhere to WFP standards in all logistics aspects while carrying out the assigned responsibility.

15.Perform any other related duties as required.


 
 Minimum Qualification, Skills and Experience Required:

TERMS AND CONDITIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluency in both oral and written communication in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• At least 5 or more year of experience in general supply chain

• Experience using corporate systems to monitor ongoing shipments, pipeline information, and food stock.

• Experience analysing data (on commodities, funds, etc.) and drafting reports.

• Experience in measuring service providers’ performance against set KPIs.

• Experience in assisting the preparation of contract documentation.

• Experience in providing technical business support in corporate systems.
