 Background:

 

Introduction:

The current Sudan Country Coordinating Mechanism (CCM)(Sudan Country coordinating Mechanism) Governance Manual 2012, this governance manual was developed building on best practices anticipated in managing the CCM core functions and based on the lessons learned during the last 10 years, the lifetime of CCM Sudan. The manual responded to the main components of different guidelines and recommendations of the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) related to CCMs.

The CCM Sudan by approving the current manual, promotes the key values and principles that the members and the non-members of the CCM should observe in their relations with each other and other relevant partners. All of the CCM constituencies who approve this manual were committed to the concepts of public-private partnership which will make a sustainable and significant contribution in mitigating the impact of AIDS, TB and Malaria in the country.

 Rationale:

There are constant updates in the new strategy and policies of the global fund to fight HIV/Aids, T.B & Malaria. The current CCM manual need to be updated accordingly, and an expert consultant (might nominate an appropriate assistant with defined payment scale) is to be selected to develop & update the current version of the CCM governance manual, to cope with the current policies and approaches.



 
 Duties and responsibilities:

The selected person for this consultancy is expected to:

  1. Consult with the CCM chair, CCM secretariat & constituencies and members and get their feedback on their inputs and comment to the current CCM manual.
  2. Consult with key affected population to ensure having comprehensive manula capable of engaging KAP fully in CCM procedures
  3. Identifying the main CCM Manual gaps and addressing them to the first draft of the new CCM manual and share the soft copy to the relevant entities to prepare their final comments.
  4. Analyze the gaps and ensure fulfillment of updated manual to EPA/CCM recommendations

 

  1. Present the new CCM manual update on a debrief meeting to the CCM chair, CCM secretariat and CCM members to get their final comments and approval on the first draft to come up with the final document.
  2. Submission and sharing of the final approved document for translation & printing.
  3. Final report submission.

 
 Minimum Qualification, Skills and Experience Required:

Minimum requirements:

  1. Master degree in business administration, public health and/ or social science. (PHD is an asset)
  2. Previous experience in manuals update.
  3. At least three years’ previous experience in or/ with CCM Sudan.
  4. Any other professional relevant certification will be of added advantage

Core competencies:

  • Good and effective communication skills
  • Good analytical skills
  • Excellent time management skills so as to ensure efficiency and adherence to the timeline stated.
  • Ability to be proactive and initiative when dealing with customer complaints or requests
