Background: The natural resources management for sustainable livelihood project is operating in East Darfur state since 2014; the first phase of the project is coming to an end in July 2017. The donor (EU) extended its support to the project for another 30 months starting from January 2017 to July 2019. This second phase of the project covers two new localities (Alfardose and Abujabara). The Natural Resource Management Project 2 (NRMP2) like the first phase operates through a consortium led by UNOPS. UN Environment has obtained funding from UNOPS for the implementation of one component of this natural resource management for livelihoods development project in 3 localities in East Darfur state in Sudan. The project Natural Resource Management for Sustainable Livelihoods in East Darfur 2, will contribute to improved livelihoods and poverty alleviation of conflict affected populations by helping to ensure that natural resources are more sustainably and productively used. In pursuing this purpose, the project will deliver three results:
UN Environment is responsible for result one, UNOPS is responsible for result 2 and the overall project management; ZOA and partners (UMCOOR and Almasar) are responsible for result 3. UN Environment will support NRM policy development and mainstreaming at the East Darfur State level. Mainstreaming of natural resources policies generally requires integration in three ways: 1. Substantive Integration of natural resources policies (biophysical) with social, economic and other issues, at different scales (local to state) and time perspectives (Holistic approach). 2. Procedural Integration of natural resources policies into planning and decision-making processes (when, how, by whom), the institutions and the legal issues involved. 3. Methodological Integration of different approaches, concepts and terminologies and the involvement of key actors at different intensities and points in time. The three forms of integration reinforce each other, and are all required for ‘mainstreaming’, to strive for the goal of sustainable development and reduce poverty. During NRMP1, a natural resource policy framework is developed that will serve as an instrument to drive the natural resource policy process at various levels. The UN Environment East Darfur NRMP2 project is currently seeking to engage a Natural Resources Policy mainstreaming consultant with experiences in environment and natural resources management, as well as policy analysis, development and implementation in order to support the mainstreaming of natural resources policies into NRM governance in East Darfur-State. |
