ORGANIZATIONAL CONTEXT

WFP’s greatest strength is its 14,000 dedicated people working tirelessly around the world to reduce hunger, often under difficult conditions where security threats and risks to personal safety are considerable. The global context in which WFP operates is rapidly changing which means the need for effective people management is becoming more important than ever before. In this context, WFP launched its People Strategy in November 2014. It articulates key strategic focus to build an engaged workforce, with the right skills, in the right roles enabling WFP to continue fulfilling its humanitarian response role while simultaneously building its capabilities to address the long-term goals of Zero Hunger.

 

PURPOSE OF THE ASSIGNMENT

One of the most important areas of work under this grant will focus on strengthening the Food Fortification Alliance of Sudan (FFA). To lead this work, WFP is seeking a highly experienced, qualified individual to undertake the role of the National Coordinator of the FFA. The incumbent will be based in the Secretariat of the FFA, located within the Federal Ministry of Health (FMOH) in Khartoum, Sudan and work closely with the Ministry of Agriculture, the Ministry of Industry (FMOI), and the private sector and development partners. The incumbent will support the creation of sound policies and establish food fortification systems, strengthen the secretariat function and improve the skills and capacities to monitor progress from a multi-functional perspective.

 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Fortification Grant Manager, the National Coordinator for the Food Fortification Alliance (FFA) in Sudan will be expected to undertake the following tasks.

  1. Strengthen the capacity of the National Food Fortification Alliance of Sudan (FFA), and the institutional coordination mechanisms for effective implementation of food fortification work in the country.
  2. Develop a detailed work plan reflecting the outcomes required under the Inclusive and Sustainable Value Chains and Food Fortification project as related to the FFA Secretariat’s work.
  3. Finalize the development, endorsement and roll out of the National Strategy for the Prevention and Control of Micronutrient Deficiencies in Sudan.
  4. Lead the development of National Guidelines and Operational Guidelines on Food Fortification and avail the document as a resource for all stakeholders working in food fortification, dietary diversification, and micronutrient supplementation.
  5. Enable a conducive legal environment and set up the required institutional frameworks allowing the private sector and other stakeholders to invest in food fortification in Sudan.
  6. Advocate for the prioritization of food fortification by the Government of Sudan ensuring that they allocate adequate resources to it and support an enabling policy environment.
  7. Coordinate the development of a Social Behavior Change Communication Strategy on Preventing and Controlling Micronutrient Deficiencies in Sudan with particular focus on promoting the uptake of fortified foods, including the development of a logo and related branding strategy for fortified foods.
  8. Lead capacity building actions aimed at public and private actors to facilitate the demand generation, production, distribution, and monitoring of high quality fortified foods.
  9. Coordinate the scale up of sustainable and effective food and crops fortification to ensure availability of fortified food and crops for those most vulnerable to micronutrient deficiencies.
  10. Report regularly to the Director of the National Nutrition Program at FMOH and the WFP Head of Nutrition Unit.
  11. Prepare progress reports, including achievements, challenges, lessons learnt and financial information, for internal and external audience.
  12. Undertake additional tasks as required ensuring that the project objectives are achieved.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Nutrition, Public Health, Food Technology, Project Management or other field relevant to international development assistance.
Language: Fluency (level C) in English language and Arabic.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 10 years of relevant experience with progressively increasing responsibilities in the field of nutrition and health, food fortification and/or food technology in crisis and recovery environments.
  • Proven experience in leading coordination structures within national government.
  • Extensive experience in coordinating projects in the health and nutrition field with a focus on policy/legislation.
  • Experience working on the prevention and control of micronutrient deficiencies would be highly valued.
  • Previous experience in working multi-sectorally across different government ministries would be an advantage.
  • Proven track record of producing high quality reports and/or publishing on programmatic experiences lessons learned.
  • Strong analytical, networking, and coordination skills with excellent written and oral communication. Ability to negotiate with a variety of actors from the public sector and civil society.
  • Leadership, resistance to stress, ability to work within and lead a team, strong drive for results, cultural sensitivity.
  • Excellent computer skills (Office suite). Knowledge of a statistical package and of software for research in social sciences would be an asset.
