Background: The Sudan Humanitarian Fund (SHF) is a multi-donor pooled funding mechanism to support the timely allocation and disbursement of donor resources to the most urgent humanitarian needs and critical gaps in Sudan under the direction of Humanitarian Coordinator (HC). The Humanitarian Coordinator is responsible for the management of the SHF and accountable in the use of the fund. The OCHA Humanitarian Financing and Resource Mobilization Section provides guidance to partners in the selection of funding priorities and oversees the allocation, monitoring and reporting processes. The UNDP Financial Management Unit is the managing agent for NGO partners, which includes fund disbursement, capacity assessment and financial and monitoring and reporting for NGO partners. Strengthened sector monitoring role is considers a priority for the SHF in 2017, in line with the SHF monitoring and reporting framework In close coordination with IASC sector, an annual M&R plan is developed. In 2017, the SHF will further strengthen its monitoring and reporting capacity with an aim to increase accountability and more effectively manage resources channeled through the Fund. The SHF monitoring efforts will remain guided by three major objectives: (1) to verify progress made by the implementing partner(IP) on the implementation of project outputs and activities (as per the logframe and workplan), the beneficiary targeting process in place, the use of resource, and IP internal M&R systems; (2) to strengthen partnership and coordination arrangement between OCHA, IP and local authorities, as well as listen and seek feedback from affected communities; and (3) To triangulate information collected through other means, identify gaps and trends in humanitarian operation.

Duties and responsibilities: Under the immediate supervision of the Humanitarian Affairs Officer M&R Coordinator, the incumbent is expected to perform the following tasks: According to the assigned sectoral portfolio, the incumbent will: Conduct field monitoring visit according to the monitoring plan and SHF field monitoring SoP, which includes: o Visit preparation through background research, documentation (project proposal, reports) review o Visit notification to partners (at field and country office level); o Coordination with partners and IASC sector representatives in the field to organize the visit; o Logistical arrangements, in coordination with OCHA field offices; o Project-site and office visits all over Sudan with information and data collection; o Timely submission of monitoring reports including performance scoring; o Formulate recommendations as a result of the field monitoring visit; o Follow up recommendations or other issues with IASC sector coordinators, IPs, FMU UNDP and any other relevant stakeholders as relevant. Review of implementing partner interim and final reports including performance scoring and formulation and follow-up of recommendations. Collect, consolidate and analyze SHF reporting (standard sector outputs) and field visit monitoring data from fund recipients in the assigned sector portfolio; Contribute to ongoing strengthening of the SHF M&R framework with the aim of developing a robust yet practical M&R and lessons learning system, in coordination with UNDP FMU, IASC sector coordinators and partners; Serve as a technical resource person on all matters concerning the monitoring and reporting (M&R) on the use of SHF funds by recipients in the assigned sector portfolio; Provide guidance and support to sector coordinators and participating organizations to ensure quality standards and consistency in reporting on project performance for SHF funded activities; Provide support in the collection, consolidation and analysis of assigned IASC sector SHF-related data for communications and decision making purposes. This includes assistance with raw data, info graphics, presentations etc. for outreach, presentations, ad hoc and regular SHF public information products. The incumbent is anticipated to meet the following SHF M&R targets: o 100% of monitoring reports are submitted within 2 weeks after completion of the monitoring activities; o 100% of follow-up action and recommendations from the reports are followed-up within 2 months after completion of the monitoring activities; o 100% of progress and narrative reports is reviewed within two weeks; o Implement the new monitoring tools and field monitoring SoP; and o Analysis on sector results is performed for the SHF annual report. Support the SHF allocation processes for the assigned sectors, in particular through: As part of the SHF Technical Unit, serve as a focal point for the assigned sectors during the standard allocation round process; Participate in the Strategic and Technical Review Committees for the assigned IASC sectors; Provide advice to the IASC sector Coordinators in preparation of sector prioritization exercises and allocation paper development; Receive and review approved allocation project proposals and matrices for quality control and any necessary follow up with sector coordinators or recipients. Provide advice to the sector coordinators and the SHF team in relation to Emergency Reserve allocations. Very good knowledge of State/Region of assignment, including the cultural, political and economic dimensions. Strong negotiation skills: ability to lead and gain assistance of others in a team endeavor, and to articulate coherent arguments to reach agreement. Ability to work under extreme pressure, on occasion in a highly stressful environment. Very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system. Planning and Organizing: Proven ability to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines. Technological Awareness: Solid computer skills, including proficiency in word processing, spreadsheet applications, and relevant software packages, including e-mail. Communication: Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations. Teamwork: Strong interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. This position requires extensive travel to field locations outside in Khartoum. Support the implementation of partners capacity building initiatives (eg. training, workshops etc) at field level. Minimum Qualification, Skills and Experience Required: Education: Masters Degree preferably in political or social science, law, international studies, public administration or other relevant studies. Experience: Minimum 3 years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area, preferably with at least two years with a UN organization or an NGO and solid project management, monitoring and reporting experience.
