The Civil Engineer is reporting to the manager of a new project for vocational training and food security in Kassala and Gedaref.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, GIZ will start implementing a new project in Kassala and Gedaref. The start of the project and position is dependent on the host agreement between the Intergovernmental Authority on Development (IGAD) and Sudan. The project is funded by BMZ and co-funded by the European Union.

The project has three areas of intervention and aims at improving the livelihoods of the local population and refugees alike:

  • Supporting the government and the private sector in improving the quality and availability of market-oriented vocational training for young women and men.
  • Supporting small industry unions in providing business development services (BDS) for employment-oriented growth of small and medium-sized enterprises.
  • Improving the water management for irrigation and thereby increasing agricultural yields.

The Civil Engineer will be based in Gedaref.  The position will require regular travels within Sudan.

Responsibilities include:

  • Developing detailed working designs
  • Supervising tendering procedures and putting together proposals
  • Undertaking technical and feasibility studies and site investigations
  • Adopting all relevant requirements around issues such as building permits, environmental regulations, sanitary design, good manufacturing practices and safety on all work assignments
  • Ensuring that a project runs smoothly and that the structure is completed on time and within budget
  • Scheduling material and equipment purchases and delivery whenever the need arises
  • Communicating and liaising effectively with colleagues and architects, subcontractors, consultants, co-workers, partners and clients
  • Support and supervise contractors undertaking GIZ projects
  • Represent the program manager in all construction related matters at the local authorities
  • Performing quality control in the projects of construction according to specifications and regulations
  • Supervision of all relevant construction activities

Within these responsibilities, tasks include:

  • Advising partner institution(s) on identifying needs, developing concepts, and strategies, and providing technical input regarding construction measures
  • Participating in identification of needs for external support and advice, working on policy recommendations and developing a strategic approach
  • Contributing to preparation and implementation of the Plan of Operation in the project regions
  • Formulating terms of reference and supervising third parties in the course of carrying out construction activities, including performance evaluation
  • Monitoring the development and implementation of project plans and activities in close consultation with counterparts and project management
  • Developing and organising quality assurance measures and suggesting necessary changes, improvements and initiatives
  • Monitoring construction progress, reviewing reports and documents on the progress, identifying bottlenecks and recommending alternative management options to the programme manager
  • Undertaking technical and feasibility studies and site investigations
  • Ensuring cooperation, regular contact and dialogue with relevant partners; cooperating with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • Traveling in the project region regularly, in accordance with project requirements
  • Developing ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Drawing up reports and presentation documents
  • Formulating appropriate input for various project reports including annual reports, and contributing to the other reports required by the programme manager and GIZ Head Office
  • Compiling the relevant information for joint activities and assignments
  • Identifying contractors, drafting terms of reference and managing the implementation of contracts with consultants and consulting’s
  • Monitoring, documenting and evaluating project activities regarding to construction
  • Drafting reports,  meeting minutes and communication material in English and Arabic
  • Translating documents from Arabic to English and vice versa
  • Translating in meetings and at events between English and Arabic
  • Performing other duties and tasks at the request of management

 

Required experience and qualifications:

  • University degree/MA in Civil Engineering or Building Economics.
  • A minimum of 10 years of working experience in the construction industry in Sudan with at least 5 years of professional experience in a comparable position
  • Experience in computer-aided design (CAD) packages (AutoCAD or Arch CAD)
  • Proven experience in working with multiple stakeholders (NGOs, private sector, government organizations)
  • Excellent computer skills
  • Excellent in preparing reports
  • Ability to conduct and facilitate training and extension sessions at different levels
  • High capacity for tolerance and the ability to cope with demanding environments
  • Strong intercultural/personal skills and capability to cope with a changing environment
  • Ability to work efficiently with tight deadlines and competing priorities
  • Strong English and Arabic writing and verbal communication skills
  • Excellent inter-cultural competencies and experience working in international teams
  • Experience in development cooperation is an asset
  • Existing network with relevant public and private entities in Kassala and Gedaref is an asset
  • Ability to work independently, take initiative and manage activities concurrently
