 Background:

Job Title:  National Consultant to support develop performance appraisal system for FMOH employees including those working in HIV/AIDS, TB and malaria programmes

Performance appraisal system is a critical component of running any organization and having an effective measurement system in place helps the development of the employees. It helps to recognize worker achievements, objectively compares multiple employees and tells the employee where they can improve themselves. Performance evaluation also gives feedback about the management and managers. Moreover, it creates basis for change.

Unfair public salaries result in de-motivation and high turnover of the staff in Federal Ministry of Health (FMOH) as well as appearance of many Individual coping strategies (staff’ ways of dealing with unsatisfactory living and working conditions) like absenteeism and dual practice. Inadequate HR management will delay FMOH to achieve its goals and will also interfere with the implementation of the national programs and Global Fund grants. Therefore, there is an argent need to continue strengthen HR management system in FMOH started with job analysis and job description supported by other donors.



 
 Duties and responsibilities:

The purpose of the consultancy service is to assist The Federal Ministry of Health in fulfilling its responsibilities to ensure the development of performance appraisal system for FMOH employees including those working in HIV/AIDS, TB and malaria programmes which leads to ultimate strengthening Human Resource Management System. 
TORs:

  • Prepare appraisal system technicalities and contents
  • Introduce types of Performance appraisal system and the advantage each offers as well as best practices of similar organizations to select an effective system that fits FMOH specific needs
  • Discuss the principles of the system with key employees in FMOH to explain why it is necessary and help employees adjust to the appraisal system
  • Develop the principles of the performance appraisal system
  • Evaluate current performance appraisal process and decide to build on already have or to develop a new system altogether
  • Develop evaluation form
  • Identify performance measures
  • Set guidelines for delivering feedback
  • Create disciplinary procedures
  • Set an evaluation schedule
  • Introduce the Performance appraisal system
  • Test the Performance appraisal system

Scope of the work:
Working closely with the national consultant, national taskforce will be formulated to perform the above mentioned tasks. This will be carried out through regular meetings and consensus workshops with all relevant stakeholders.
Deliverables:
•    Inception report approved by FMOH and the national taskforce outlining the task to be undertaken and different methodology including time table.
•    Situational analysis report of the current performance appraisal system approved by FMOH and the national taskforce
•    Report on principles of the new/updated performance appraisal system
•    Performance appraisal system technicalities and contents (evaluation forms, measures, guidelines, procedures…etc.
•    Final report of the work and reference documents approved by FMOH and the national taskforce.


 
 Minimum Qualification, Skills and Experience Required:

Degree: Ph.D.  Human   resources for health management.
Experience:     A minimum of 10 years of professional experience in the field of human resources management, familiar with human resources for health management is an asset.
Language Requirements: Fluency in English with excellent verbal and written skills

Institutional Arrangement:
The consultants will work under the overall supervision of the head of HR policy and planning department at Directorate General of Human Resource for Health Development. For functional matters, the consultants will be guided by the Director General of International Health and the senior program advisor at the PMU.


Duration of the Consultancy:
It is anticipated that the assignment will be completed within a total of twenty eight days from of the signing of the contract. All work must be completed by the date which will be decided on signing of the contract between the consultant and the head of the health information unit.
