 Background:

 (Junior) Customs and Finance Professional with duty station in Khartoum and regular duty trips to other States in Sudan if required.



 
 Duties and responsibilities:

A. Responsibilities

The (Junior) Customs and Finance Professional is responsible for:

  • customs declarations
  • vehicle registration
  • visa, travel and work permissions
  • informing projects and programmes on time about the status of customs matters
  • coordinating effectively with colleagues in the administrative, finance and technical division and if required with Head Office
  • ensuring that financial administration functions well in accordance with GIZ standard procedures
  • effectively coordinating with the staff of the finance team or the Commercial Affairs Department at GIZ Head Office
  • cash payments and deposits at the bank
  • financial planning, monitoring and accounting for GIZ-assisted projects

 

The (Junior) Customs and Finance Professional performs the following tasks:

B. Tasks

1. Finance

  • manages and monitors the monthly accounting and financial plans
  • is responsible for financial management, such as cash withdrawals, keeping the cash/ bankbook, bank accounts, preparing and entering vouchers
  • checks travel expense statements of staff for approval by the superior
  • carries out spot checks of the cash and bank book
  • checks requests for funds before release
  • monitors income, expenditure and the monthly bank reconciliation
  • monitors real accounts (payables, receivables)
  • advises on financial aspects of projects
  • carries out internal controls in accordance with GIZ’s internal controlling manual
  • prepares quarterly/annually analyses of expenditure compared to total project budget (budget monitoring)
  • prepares financial contributions
  • assists with the transfer of funds to projects
     

2. Customs declarations, visa and travel permits

  • prepares and submits all necessary papers for duty-free import of goods
  • monitors and controls deliveries by ship
  • monitors release of goods and further processing
  • organises and coordinates the collection of goods
  • enters information in the customs declaration database, prepares statistics if needed
  • processes applications, visas and other necessary permits required
  • assists experts and their family members in obtaining a local driving licence
  • helps experts obtain IDs and other documents, makes copies of all documents (including the official passport etc.) and files these at the GIZ office
  • maintains a list of all experts on assignment in the country
  • provides travellers with all the necessary information for their inbound travel
  • maintains and updates a database of prices, rates and locations of residential areas, houses and apartments to assist staff looking for accommodation
  • updates a register of estate agents and collects information about satisfaction with the services provided
  • handles letting agreements, recommends estate agents to experts

 

3. Vehicle registration

  • organises initial registration, tax and insurance for project vehicles
  • forwards registration and insurance papers to the responsible project/programme staff
  • documents completed registrations and monitors the status of vehicle registration (official and private vehicles)
  • notifies responsible project or programme staff of the need for initial registration and insurance, and assists them in gathering the documents required, if necessary
  • processes accident insurance claims against local and German insurance companies in cooperation with Head Office
     

4. Administrative services

  • informs GIZ staff in the country in question about issues in the respective working area
  • informs and assists GIZ staff in the respective working area

 

5. Other duties/additional tasks

  • performs other duties and tasks at the request of management

 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • At least BA in business administration, accounting, auditing or similar area

     

Professional experience

  • At least 3 years’ professional experience in a comparable positions

 

Other knowledge, additional competences

  • outstanding knowledge of finance and accounting, inclusive software
  • knowledge in customs related matters
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • confidential handling of data and information
  • fluent written and oral knowledge of Arabic and English, German is an asset
