Senior Finance Officer

Term of references:
 
The senior finance officers will work under direct supervision of the Finance manager of health system strengthening project management unit that supported by GAVI alliance for vaccination and immunization. Health system strengthening project management unit is part of directorate general of planning and international health,in a matrix structure in accordance with government, Gavi, guidelines and regulations. They focus on conducting the following tasks:

1. Ensure effective HSS programme finance management, focusing on achievement of results:

  • Gavi programme financial resource management through planning, guiding and controlling of the resources, in close cooperation and coordination with the FMOH, Gavi and relevant partners;
  • Develop an appropriate format for recording and reporting of the financial status for the FMOH;
  • Ensure fund harmonization (not to allocate different funds for the same activity).
  • Continuous analysis and monitoring of the grants financial situation, including feedback mechanism in case improvements are required.
  • Assess and support an efficient financial flow process within the framework of donor's requirements (including tracking the money from the source until it is received at programme level; notify when the money received in the HSS account and when released to the departments and implementers.
  • Identifies innovative financial approaches and modalities to achieve programme targets and increased cost-effectiveness.
  • Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management.
 
2. Ensure quality financial monitoring and donor reporting, focusing on achievement of the following results:
  • Monitoring the grant budget and expenditure and guiding FMOH departments and implementers in budget preparation, execution and revisions; 
  • Ensuring timely reporting to the FMOH, Gavi on the financial aspects of the programme and budget/expenditure, including guiding the quarterly development of the un-audited financial reports (Enhanced Financial Reporting);
  • Support and verify the financial documents of the departments and implementers that serve as input into the un-audited financial reports to the donor; 
  • Harmonizing reporting and accounting practices including budgeting and financial key performance indicators.
  • Preparation of any regular or ad-hoc financial reports for submission to the FMOH and Gavi on the financial programme management aspects of the grant.
3. Ensure facilitation of capacity building and knowledge sharing to FMOH staff, implementers and stakeholders on financial matters, focusing on achievement of the following results:
  • Ensuring the development of a training plan/curriculum for FMOH financial and accounting staff and conducting trainings on donors performance based funding and financial reporting requirements management system.
  • Providing adequate technical support to government counterparts and implementing partners; to ensure their compliance with international, national policies and standards for the delivery of financial services.
  • Provide training and guidance on programmatic financial matters to the programmatic and operations staff at the FMOH, and develop work plans and priorities and monitors achievements.
  • Ensure financial knowledge sharing and harmonization of approaches between the different programmes (HSS, EPI, and others) and an active participation in the FMOH financial management practice.
  • Coaching and guiding the PMU and FMOH programme and M&E staff in order to boost their financial capacity to deliver results.
  • Supporting the FMOH and PMU finance sections to ensure an effective communication and information flow between finance and non-finance actors in order to effectively link the programmatic results to expenditures, as required by donor.
  • Any other tasks assigned by the supervisors to support the sound programmatic financial management of Gavi HSS grants.
 
Qualifications:
  • Bachelor's degree on finance, business, administration, economic or other related field. Preferred master degree
Experience:
  • Minimum 7 years of experience in donor supported program or related field 
  • Experience working with PCs as well as excellent knowledge of Microsoft office package, particularly excel and word is necessary 
Language:
  • Fluency in both written and spoken English and Arabic 
Competencies:
  • Demonstrate intuitive and perseverance, self-starter, and comfortable in multi-cultural team setting, personal sensitivity and commitment to the values of FMOH; Result driven, ability to work under pressure and to meet strict deadlines 
  • Skills to work in multi-team with different organizational background and capabilities.
