 Background:

Technical Advisor for Business Development Services (BDS)

For the project “Strengthening Capacities for the Reconstruction in Darfur”

With duty station in Khartoum and regular duty trips to other States in Sudan, in particular to North and West Darfur. A future relocation of the duty station to El Fasher is planned. The advisor is reporting to the Technical advisor of the Darfur project.

Context

Employment-oriented private sector development is an important factor contributing to a peaceful society. Yet, the economy in the capitals of North and West Darfur is subsistence-based and underdeveloped. Young people often take up unqualified jobs without any prospect of long-term employment and personal development. Their income is below the minimum for self-sustenance. Business start-up could be a possible way forward. However, there is a lack of employment opportunities, businesses don’t have the capacities and resources to create jobs and workers don’t possess the skills to feed the needs of the labour market.

The project brings more qualified people in Darfur into sustainable employment. Demand-oriented vocational and entrepreneurship training conveys hands-on skills and know-how to young people on how to start a business. Small and micro enterprises are enabled to expand. Business development services support selected enterprises to compete on the local market, to increase their revenue and, ultimately, to offer new employment.

The technical advisor for BDS supports the area of intervention “Private sector development and employment promotion”. He/She is responsible for the implementation of activities that improve the provision of business development services by meso-organisations such as unions for small and micro enterprises. The activities will be implemented in the urban areas of the capitals of North and West Darfur only. 



 
 Duties and responsibilities:

As a technical advisor for BDS, you are responsible for

  • Building up capacities of commercial local Business Development Service (BDS) providers, in particular unions (crafts union etc.) to effectively and independently implement business advisory services and training for existing local enterprises and start-ups;
  • Enabling supported entrepreneurs to increase the competitiveness and profitability of existing enterprises thus creating additional employment through these BDS providers;
  • Supporting start-ups;
  • Providing professional advisory services in the BDS sector;
  • Build up partnerships with the private sector;
  • Support the improvement of competitiveness of micro, small and medium sized enterprises;
  • Advise supported entrepreneurs on the systematic realization of business opportunities  in regard with increased value addition, turn over and employment.

Specifically, your tasks comprise

  • Supporting project planning and the conceptual development including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, evaluation, communication and documentation;
  • Analysing lessons learnt and compiling best practices for project implementation;
  • Developing ready-to-use strategies, innovative initiatives and technical concepts, including guidelines, manuals and procedures;
  • Conducting cultural and linguistic translation (oral and written Arabic and English);
  • Drafting reports, articles and other written documents in English and Arabic.

 
 Minimum Qualification, Skills and Experience Required:

Your qualifications, competences and experience comprehend

  • At least 5 years of experience in development cooperation or in relevant parts of the private sector
  • Experience in working within international teams;
  • Business and results orientation;
  • Practical experience in creating comprehensive models for private sector development, particularly for micro, small and medium sized enterprises;
  • Extensive knowledge of the private sector in Sudan/Darfur and practical experience in  business development, preferably also in the field of development cooperation;
  • Academic degree (B.A. or Master) in the areas of business economics or similar fields;
  • Very good working knowledge of ITC technologies and computer applications (e.g. MS Office);
  • Excellent English and Arabic communication skills, both verbal and in writing.

The project is currently assessing the possibility of establishing a permanent office in El Fasher. The technical advisor for BDS would then be asked to reside in El Fasher.
