 Background:

In the context of the ongoing conflict in Darfur, UNDP is intensifying its recovery programs to complement humanitarian assistance and prepare the grounds for an eventual transition to development. UNDP has established an important presence in Darfur as the leading UN agency in the areas of Democratic Governance, Rule of Law and Capacity Building through a variety of large projects that are managed from project offices in El Fasher, Nyala and Geneina.

Alongside with its current programs, UNDP Sudan aims at further expanding its recovery programming in Darfur in order to successfully answer the significant challenges that are connected with designing an effective strategy of intervention as well as operating in an area characterized by considerable security concerns. In order to achieve a strong institutional presence in Darfur that will allow UNDP Sudan to most efficiently implement its programs and interact with the hybrid AU/UN peacekeeping mission (UNAMID), UNDP has established a field office structure which is independent from the size and timelines of individual projects.



 
 Duties and responsibilities:

Under the overall guidance of the Senior Regional Coordinator/Head of office, direct supervision and day to day management of the Monitoring and

Evaluation Specialist, the Reporting and Communications Officer will undertake the following tasks:

 

  • Compile, in consultation with the M&E officers and partner organizations quarterly, annual and special reports, briefing papers and presentations on progress related to UNDP projects in general and the DDS projects, including key achievements, issues and factors affecting the programmes and projects;
  • Prepare monthly project updates to share with the UNDF Secretariat;
  • Take and maintain minutes of DDS coordination meetings at the state level and internal UNDP meetings, including follow up on their implementation;
  • Develop and oversee the implementation of a communication plan that highlights project achievement and accomplishment in order to solicit support of donors and other stakeholders;
  • Provide high quality material to share with the UNDF Secretariat for the DDS website;
  • Provide high quality translation of materials when required;
  • Facilitate sharing of successes and lessons learnt where appropriate to support dissemination and promotion of UNDP projects and interventions.
  • Production of multi-media products for increased understanding of the UNDP  recovery work in Darfur through the UNDF Secretariat and provision of newsworthy information to local and national public and, where possible, international partners and donors.
  • Liaise and coordinate with relevant platforms, networks or coordination mechanisms/fora including the Humanitarian Coordination Mechanisms and UNAMID on recovery issues in Darfur;
  • Perform other duties as assigned by the Head of Office and  Monitoring and Evaluation Specialist

IV. Impact of Results:

  • The Reporting and Communication Officer will play a pivotal role in enabling UNDP to achieve its objectives as outlined in UNDP’s project documents for activities in Darfur, particularly with regard to communicating the activities and achievements of  the DDS projects;
  • The Communication and Reporting Officer will ensure that UNDP produces high quality results-oriented communications materials and reports that keep the international partners and authorities updated on UNDP’s activities in Darfur and their impact;
  • The key results have an impact on the creation of effective communications and dissemination of information on the DDS performance and achievements.

V. Competencies

  • Commitment to Continuous Learning – Willingness to keep abreast of new developments in the field.
  • Communications – Very good communication (spoken and written) skills, including the ability to convey concepts and recommendations to staff at various levels in stakeholder organizations, both orally and in writing, in a clear, concise style.
  • Planning & Organizing – Ability to coordinate the work of others, in this case the working groups, work to tight deadlines and handle concurrent projects/activities.
  • Technology Awareness – Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc.

 Minimum Qualification, Skills and Experience Required:

Education:     

  •      Master's degree in social sciences/media relations and communication/journalism

Experience:      

  • 3 years of relevant experience at the national or international level in public relations, communications or advocacy. Previous experience with a multilateral or international organization is helpful but not mandatory.
  • High level of English writing skills essential
  • Knowledge of the Sudan context, experience in a crisis and/or post conflict country context at the field level.
  • Ability to produce information to donors and the public timely and effectively.
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
  • Good knowledge of the UN common system and understanding of agency mandates.
  • Strong interpersonal skills and ability to work under pressure and meeting deadlines.
  • Ability to work with minimum supervision, with efficiency, competence and integrity with people of different national backgrounds.

Language Requirements:

  • Fluency in oral and written English and Arabic is essential.
