 Background:

Main Objectives:

The Head of Mission (HOM) delegates some responsibilities in terms of operations management and follow up to the DFC according to objective criteria taking into consideration sustainability in the treatment of these responsibilities.

HR management and some financial responsibilities, such as cash flow and payments issues, remain under the responsibility of the FC.
 
External relations are handled by both FC and DFC in close cooperation..
 
The DFC will be supported by the FC to gain autonomy and stronger abilities in planning the project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed. S/he is responsible for supervision, monitoring and follow-up with the support of the FC of all aspects of the projects in order to ensure its efficient and smooth functioning.


 
 Duties and responsibilities:

  • Represent MSF within certain limits. In close consultation with the HoM and DepHoM, develop institutional contacts with national partners at project’s level (civil society, civil and military authorities, local NGOs, Ministry of Health representatives, etc.) as well as with media in order to obtain all information and agreements necessary for the integration of MSF’s programmes in the local context and to improve the targeted population’s awareness on them.
  • Analyse the political, humanitarian and social context in project area in order ensure that MSF's charter, policies and image are re-spected with regards to national employees, populations, authorities and partners.
  • Plan, supervise, monitor and follow-up, together with the support Project Coordinator , all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines.
  • Provide reports to the coordination team on project’s evolution and propose adaptations if needed, 
  • Elaborate the project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast MSF achievements and improve awareness.
  • Monitor the risks and threats around the project(s), documenting the situation and analysing the consequences of political decisions or negotiations in course, in order to bear witness of and to render the populations' distress public.
  • Inform the field team on the instructions given by the capital, promoting fluent, smooth written and oral communication and infor-mation flow and ensuring confidentiality and full compliance with security rules and medical ethics. 
  • Supervise the project material resources put at MSF’s disposition in order to ensure a correct use and its longevity.
  • Define and regularly update, in close collaboration with the FC and DepHoM, the project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to secu-rity rules and protocols. Manage the security in the project, ensuring that all necessary security measures are in place for the safety of MSF staff and its operations.
  • Responsible of  the security management in the project, updating the security guidelines. The FC is having veto right in case of disa-greement and both will report to HoM. 
  • Upon request of the HoM or DepHoM, represents MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)
  • Support the FC in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly.
  • Propose and carry out exploratory missions according to the FC’s indications, in order to better comprehend context, priorities, con-straints and population needs.
 

 
 Minimum Qualification, Skills and Experience Required:

Education                      
Desirable degree in Project Management or HR Management.

Experience                    
Essential previous experience of at least two years required in the field of humanitarian aid with MSF or other NGOs.             

Languages                    
Fluent in written and spoken Arabic and English; local languages are an asset   

Computer                       
Essential computer literacy (word, excel, internet)

Competencies                
Result orientation, Ability to work in a multidisciplinary and culturally diverse team, flexibility, commitment, stress management
