 Background:

Organizational Context:

 

Starting 2007 UNFPA Sudan Country office signed the first agreement with UNDP as Sub-Recipient for implementation of GF HIV/AIDS interventions.  The Programme have grown substantially over the time, and implementation has become increasingly complex, requiring substantial administrative support, technical backstopping and ongoing monitoring. In 2015 UNFPA signed the latest agreement on the NFM which primarily focus on quality assurance and expansion of prevention of HIV sexual transmission among the key population and provision of positive prevention service packages among the PLHIV. The overall budget of the program until 2017 is 6.8 Million USD. The implementing partners are primarily non-governmental and civil society organizations, the implementation is mainly through NEX modality. Given the nature of the services and the target beneficiaries “MSM, FSW, and PLHIV” and the very high sociocultural stigma, the implementation of the HIV program requires robust follow up and at-most attention, and non-stopping environmental scanning, setting in place context relevant mitigation measures and ensuring optimum and smooth service provision and utilization.



 
 Duties and responsibilities:

Under the direct supervision of the HIV officer, the Programme staff works in close collaboration with the HIV/AIDS officers and other Programme staff and ensure the optimum delivery of the below term of reference. He/She will support the design, planning, monitoring and implementation of HIV/AIDS related interventions in the 18 states of Sudan, and will be based on Khartoum office with regular monitoring mission to the field states.

Result-Oriented Functional Statement: 

A. Programme Support:

  • Promotes a result based approach and integrating innovation policies and strategies into    design and Formulation of the HIV/AID programme with focus on the programme targeting the People Living with HIV and AIDS based on strategic priorities and responsive to the country needs.
  • Support Programme Officers in analyzing and reporting on implementation of the assigned project activities, monitor project expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Contribute with Programme Officers to the monitoring and evaluation of HIV/AIDS activities through regular field monitoring visits and applying existing procedures and mechanisms ;
  • Facilitate with the Programme officers, the work of consultants, experts and trainers involved in the implementation of the program under her/his responsibility.
  • Technically support programme partner to formulate Terms of Reference, Training Modules, Training Participants selection criteria, Service Packages and Monitoring and Evaluation tools /reports designs and ensure that they meet high professional standards in line with UNFPA policy.
  • Develops tools and mechanisms for effective and efficient monitoring of HIV programme activities, coordinates compilation of financial data and provides accurate and up-dated financial information to HIV Programme Officers.
  • Support Programme Officers in analyzing and reporting on implementation of the assigned programme activities, monitor programme expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Follow up all logistical, financial and contractual matters related to facilitation of  the work of consultants, advisors and experts involved in the implementation of the HIV programme;
  • Promote Knowledge sharing and continuous learning, testing and documenting innovation strategies, approaches, lessons learning and best practices.
  • Provide other forms of assistance as required and instructed by the direct supervisors.

B.  Financial Administration:

  • Assist in Producing regular budget and expense reports for review by programme staff to track implementation rates and identify gaps in funding;
  • Support Programme Officers to monitor Implementing Partners fund releases against financial reports by reviewing financial reports against agency guidelines and checklist;

C.  Procurement and Logistics:

  • Assist with logistics associated with programming including liaising with suppliers;

D.  Administrative Support:

  • Assist in maintaining updated programme and grant filing in compliance with UNFPA policies and procedures;
  • Support with administrative and logistical tasks as assigned;

 
 Minimum Qualification, Skills and Experience Required:

Education:

Master Degree in Public Health, Social, Medical Science or relevant disciplines or relevant equivalent degree.

Experience:

At least 2 years of relevant professional experience in in the field of public health and/or HIV/AIDS; Knowledge of program and project management processes; providing general support with an emphasis on information management, research, basic financial and programme monitoring and evaluation.

Languages:

Fluency both written and oral, in English and Arabic.

Computer Skills:

Proficiency in current office software applications. Knowledge of ATLAS is an advantage. Experience in the United Nations system is an asset;

Others:

Willingness and capability to undertake duty travel.
