Financial Controller
GOAL
GOAL is an international humanitarian organization that has been working in Sudan for over 20 years. GOAL currently has 4 programme sites throughout Sudan in North Darfur, Khartoum, Kassala, and Blue Nile States, managed by the GOAL office in Khartoum. GOAL programme focuses on Primary Health Care, WASH, and women’s education (REFLECT).

 Salary & Grade: Grade 10, Monthly Wage range between SDG (8,820 and 14,000)
 Supervisor: Assistant Country Director Systems
 Duty Station: Khartoum with travel to the field sites
 Duration: One Year Renewable, with three month probation period
 Closing Date: 21 Feb 2016

 
 Background:

Reporting to the Assistant Country Director Systems; the Financial Controller will be responsible for
the financial management, internal control systems, management of funds, and reporting requirements (both internal and external) of the GOAL Sudan programme.



 
 Duties and responsibilities:

• Ensure proper financial systems are in place and implemented to accurately record expenditure
• Ensure appropriate cash management procedures are in place and operating effectively
• Review monthly management accounts including donor status reporting for submission to GOAL Head Office, Dublin, adhering to strict deadlines
• Prepare the financial sections of donor proposals, budgets and reports, adhering to strict deadlines
• Prepare GOAL Sudan year end financial statements and lead year end audit
• Prepare, consolidate and monitor GOAL Sudan’s annual and rolling budgets
• Monitor and ensure programme and admin spend on donor budgets are in line with the agreed budget and within donor acceptable variances using the Budget Monitoring Tool (BMT)
• Review monthly partner management accounts and ensure partner spend is in line with agreed activities and in adherence with GOAL and donor requirements
• Ensure compliance with accounting procedures and policies across the Sudan programme and actively monitor internal controls to minimise risk to the organization.
• Visit partner and field offices regularly to ensure partners and field staff are complying with all GOAL/ donor procedures


 
 Minimum Qualification, Skills and Experience Required:

• A Qualified Accountant with an internationally recognized organization (ACA, ACCA, CIMA, CPA).
• At least 5 years experience, (at least one of those overseas) and at least 3 years experience at senior management level
• NGO experience is essential and experience of working with partners is an advantage
• Experience in dealing with institutional donors such as OFDA, ECHO, EC, UN grants
• Management experience with a demonstration of analytical and conceptual skills to plan projects, timetable agreed activities and manage a finance team.
• Strong ability to work in highly pressured environment, with high levels of deliverables required on a continuous basis.
• Strong IT skills and systems experience is essential; Advanced level of Excel and experience with Sage or a similar accounting package is a prerequisite
• Excellent capacity building skills – the ability to work with people of different technical abilities and support them to gain confidence in areas of expertise.
• Excellent communication skills in written and spoken English are essential
• Ability and willingness to travel to locations outside Khartoum
