 Background:

The 6th cycle of Country program, 2013-2016 is aligned to Sudan development plan 2012-2016 and UNFPA Strategic Plan 2014-2017, with the objective of achieving universal access to sexual and reproductive health, reducing maternal mortality, empowering women and youth and addressing population dynamics. The Country program is addressing both development and humanitarian integrated interventions in a tiered manner. In effort to promote gender equality and to prevent inequalities and violence in humanitarian and poverty settings, a specific output aims to strengthen the national, state and community capacity to promote gender equality and to prevent and respond to early marriage, sexual violence and female genital mutilation.

 

In this regard UNFPA CO in Sudan hires a Gender National Program Officer to provide effective management of gender component of the Country program and mainstream gender aspects through other Program components in order to achieve above mentioned organizational strategies outcomes. 

 

Organizational context:

 

Under the direct supervision of the Deputy Representative/Assistant Representative  and in close cooperation with National Programme Officers on Advocacy, HIV/AIDS/ and RH the National Program officer on Gender works over formulation and design of the assigned country programme’s gender related projects activities. She/he manages assigned program and provides significant contribution to design, implementation, monitoring, resource mobilization and evaluation of gender project/activities not directly under her/his responsibility.



 
 Duties and responsibilities:

  • Analyze political, socio-economic,  population and health situation relevant to gender with special focus of gender issues in emergency situation and different political and cultural environment in order to identify strategic areas for UNFPA interventions, with particular attention to the UNFPA country programme target geographical areas;
  • Significantly contribute to formulation and design of gender program development, with particular focus on resource mobilization and increase capacity of national institutes to utilize gender programs;
  • Analyze and report on implementation of the assigned program activities, monitor program expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Facilitate the work of consultants, advisors and experts involved in the implementation of the program under her/his responsibility;
  • Maintain close working relationship with national and international counterparts involved into implementation of the assigned program/project activities, with special attention to collaboration with Federal and State   authorities in the areas of UNFPA implemented program components;
  • Contribute to monitoring and evaluation of gender related  projects/activities including GBV projects through applying existing procedures and mechanisms as well as through development of new approaches and tools;
  • In collaboration with respective program officers works on achievement of women empowerment in the country through advocacy efforts, development of coordination mechanisms and providing technical assistance;
  • Provide expertise  and facilitate advocacy activities relevant to gender issues in particular through preparation of relevant information for evidence-based advocacy;
  • Contribute into implementation of communication activities on gender and women empowerment, equal access to education, health and  participation of women in social-economic sector’s development;
  • Analyze resource mobilization environment, identify opportunities for resource mobilization, draft proposals and follow up on their implementation;
  • Provide input into development of programme reports both through drafting of the relevant parts and providing expertise on gender.

 
 Minimum Qualification, Skills and Experience Required:

Education:

Master Degree on Social and/or Economic science and other relevant disciplines. 

Experience:

Minimum 3 years of relevant professional experience in area of gender and women empowerment. Not less than 2 years of experience programme design and implementation.

  • Experience with gender projects or a programme implemented by multinational or bilateral donors is an asset.
  • Knowledge of national gender frameworks and mechanisms is an asset.
  • Experience in evidence-base programming and research in the area of gender is an asset

Languages:

Fluency in oral and written English. Good knowledge of Arabic.

Computer Skills:

Proficiency in current office software applications.
