 Background:

The Programme Assistant will work as part of a team under the direct supervision of the Humanitarian Programme Coordinator, Humanitarian Response Unit (HRU) and in close cooperation with the HRU - RH and GBV programme officers and Finance Monitoring Associate to provide integrated programme and technical support fundamental to UNFPA’s overall strategy.  S/he is expected to work closely with the Operation and Finance Team to ensure timely provision of operational support to HRU and Darfur sub offices.

 

S/he should contribute to the development and effective implementation of the UNFPA work   by providing programming and administrative support to UNFPA and its implementing partners. As appropriate, s/he may also contribute to research, financial management and operational and procedural guidance.

 

Work Relations:

The Programme Assistant works with and provides support to the members of the Country Office Humanitarian Response Unit, staff of sub-offices Operation and Finance Team, , and the implementing partners. The objective is to work in an integrated approach teaming so as to achieve the common goals and shared objectives, and demonstrate personal commitment to UNFPA’s mandate and vision within the humanitarian context and its integration within and/or coordination with the development programme.

 

Both internal and external contacts include exchange of information on broader aspects of the work area, which may include providing clarification of non-routine matters requiring technical inputs.



 
 Duties and responsibilities:

Assist the humanitarian technical and programme team, in collaboration with operations and finance team:

  • Provide support to the team leader, follow-up and advice on operational and programme matters related to the preparation, implementation and monitoring of the country programme work;
  • Provide effective support to Budget owner in management of the CO programme: creation of projects in Atlas (UNFPA automated system), preparation of budget revisions, determination of utilized funds, operational and financial closure of projects; and preparation and follow up on audit exercises of NEX (national execution) projects;
  • Handle secretarial and administrative work, including but not limited to: creation and follow up of requisitions in Atlas; preparation of and follow-up on service requests;  processing of procurement of goods and services such as personal hygiene kits (PHKs); organize, follow up, and provide logistic support on events, workshops, etc.
  • Ensure proper management of the office filing and archiving systems;
  • Apply UNFPA rules, regulations and procedures;
  • Support research,  including bibliographic and database searches; summarize information and draft contributions to CO reports, papers, technical notes, and publications;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers;
  • Assemble briefing materials and prepare power-point and other presentations for the technical and programme team members;
  • Organize, compile and process information from donors, regional Offices, programme countries, and country offices, as inputs to various databases and documents;
  • Carryout any other duty required by the line manager.

 
 Minimum Qualification, Skills and Experience Required:

Education: Completed secondary level education required. First level university degree in public administration, finance, or economics desirable.

Experience: 3-5 years of relevant experience; Previous experience in the UN is an advantage;

Languages: Fluency in oral and written English and Arabic.

Computer skills: Proficiency in current office software applications (MS Word, Excel, etc). Knowledge of Atlas application is an asset.
