 Background:

Mott McDonald is a private Company with head quarter in the Netherlands that has receive the funding to implement a Health System Strengthening project from the European Union, as part of the EU Special Fund for Sudan.

To implement the SSHS project in the States of Kassala and Gedaref MMD is looking for 2 Senior Health System Strengthening, National, Sudanese, States Coordinators who will be engaged as free lance consultants to implement this project in the above mentioned States on a daily basis. Professionals already exposed to strengthening health system/s at national and regional level are the most welcome. Exposure to the FMOH and SMOH administration represent a remarkable asset.

They will be under the guidance of the SSHS project Team Leader (T.L.) and they will be based in Kassala and Gedaref towns with frequent travelling in two of the SSHP selected localities and less frequent travels to Khartoum for accomplishing specific duties.



 
 Duties and responsibilities:

Responsibilities:

  1. Assist in the Team Leader of the SSHS project in the implementation of the Operational Plan by liaising and consulting with the Federal and State MOHs and the NHIF at State level as well as with other implementing partners.
  2. Contributing to the development of standard operation procedures, manuals and tools according to the content of the project operational plan and the guidance provided by the Team Leader and the Short Term Technical Assistants.
  3. Assist in the establishment of the Project Advisory Committee meetings at federal and state levels.
  4. Assist in the preparation of presentations for additional relevant meetings.
  5. Work on a daily basis with technical working groups to be set up at the SMOH to strengthen the pillars of the SMOH and locality health systems.
  6. Participate to all planning meetings with the Italian Cooperation and to be regularly documented on the progress of their activities at locality and health facility levels.
  7. Assist during the implementation of trainings sessions as required at local and community levels.
  8. Assist in the development of communication materials & awareness creation campaigns as required.
  9. Monitor and supervise the trend and the evolution of the main indicators agreed up as part of the SSHS project Logical Framework on.
  10. To progressively contribute to increase knowledge and skills of the SMOH key departments in planning, monitoring and evaluation.
  11. To strengthen the capacities of key staff at SMOH and Localities in the process of the identification of needs: drugs, equipment, tools, training etc.
  12. To progressively increase the leadership capacities of the SMOH key personnel in their process of decision making as a result of the information deriving from the regular project monitoring indicators and the data deriving from the HMIS reports.
  13. Work together with the Italian Cooperation in the process of improving the quality of the health services provided in the health facilities.
  14. Follow up, support and assist the progresses of the work of the incoming project ST TA to conduct the studies foresees in the project operational plan.
  15. Assist in the drafting of Health System Pillar’s Guidelines and SOPs according to the indications provided by the project WP and to constantly liaise for feedback and information exchange with the SMOH and FMOH personnel.
  16. Work on any relevant task as per arising need.
     

Reporting Requirements:
Fifteen days before the end of each quarter they should present and discuss with the SSHS project Team Leader the outlines and the details of a quarterly report, following the SSHS project reporting timeline and layout
At the end of each year an annual report is due. The Senior States Coordinators will provide their contribution as the main actors implementing the SSHS project

Working stations:
The Senior Health System Strengthening Coordinators will be based in the three SSHS project States and they will be embedded inside each of the three SMOH, prior the availability of working space to be provided by each SMOH. External offices will be available outside the SMOH in Kassala and Gedaref for urgent and required activities outside the opening hours of the SMOH.


 
 Minimum Qualification, Skills and Experience Required:

  1. A Bachelor Degree in Medicine is an asset. A Master’s Degree in public health will represent a comparative advantage.
  2. At least 5 years of experience as part of the F/SMOH personnel in Sudan.
  3. Adequate knowledge of each of the Sudanese Health System pillars in terms of content, difficulties.
  4. Excellent communication skills.
  5. Strong coordination and liaise experience.
  6. Candidate must be able to deliver under tight deadlines.
  7. Flexibility in movements and program approaches.
  8. Willing to travel from one state/locality/facility to another on a regular basis.
  9. Very good verbal and writing English and Arabic skills.
  10. Full computer literate mainly on Office software and the HMIS software available or in phase of development.
