 Background:

UNDP Sudan works towards supporting the country to accomplish substantive progress in the area of poverty reduction adopting a comprehensive approach to the reduction of human and income poverty, in line with the Millennium Development Goals. UNDP Poverty Reduction & MDGs Unit recognizes that achieving the Millennium Development Goals depends on vibrant economic growth, driven by the government and supplemented by the private enterprises to create jobs and provide goods and services for the poor. 

To this end, ‘Small Businesses for Communities Project’ aims to achieve sustainable community-based small businesses that have created at 1000 decent jobs for Ex- port labourers members in existing 15 Community Based Organizations in Red Sea State. 

The project will generate income and employment opportunities for Ex- port workers in Red Sea State by:

  • Providing skill, and business training for Ex- port labourers and their women to set up micro-enterprises;
  • Providing Institutional and organizational support for community based organizations;
  • Facilitating access to Microfinance


 
 Duties and responsibilities:

Under the overall guidance of UNDP Head of Poverty Reduction and MDGs Unit, and under direct supervision of Programme Specialist, the National Project Manager will perform the following duties and responsibilities:  

Summary of Key Functions:

  1. Ensures effective preparation and implementation of Small Businesses for Ex-port Workers Communities project (SB4C) in support to Country Programme.
  2. Supervises and monitors implementation of the SB4C project.
  3. Ensures coordination with other units, stakeholders, Government partners and Responsible Parties including NGOs, CBOs and CSOs.
  4. Ensures quality management services and facilitates Knowledge Building and Management.

 

  1. Ensures effective preparation and implementation of ‘Small Businesses for Ex-port Workers Communities’ project in support to Country Programme:
  • Prepare Partnership Cooperation Agreements for project intervention.
  • Prepare Terms of Reference for the recruitment of project staff, consultants and collaborating NGOs.
  • Liaise and coordinate project activities with partners including NGOs and other UNDP projects working in the same or related sectors, and with relevant line departments to complement and supports related initiatives in addressing SB4C activities and other priority concerns.

 

  1. Supervises and monitors implementation of the SB4C project:
  • Take overall responsibility for day to day project supervision and management.
  • Assist in assessing immediate and future trainings and extension needs related to SB4C and measures to address these needs, include organization of the job trainings, seminars and workshops.
  • Provide technical guidance and training to project staff in areas related to SB4C with an emphasis on efficiency and effectiveness of project implementation and on planning, implementation and monitoring of field activities.
  • Provide the Project Board with a six-monthly progress report using UNDP’s template, and a six monthly financial report reflecting expenditures of the previous phase.
  • Prepare Annual Review Report that covers the whole year with updated information for the Quarterly Progress Report (QPR) as well as a summary of results achieved against pre-defined annual targets at the output level.
  • Prepare and maintains the project logs (risk, issue and learning logs).
  • Monitors and ensures cost-effective use of project resources towards achievement of objectives.
  • Keeps representatives of the Project Board informed on progress of project and act as PB Secretariat.
  • Plan and organize meetings of the Project Technical Committees.
  • Prepares for the project audit.
  • Prepare the final Project Review Reports.
  • Undertake any other related tasks at the request of the PB.

 

  1. Ensures coordination with other units, stakeholders, Government partners and Responsible Parties including NGOs, CBOs and CSOs:
  • Liaise with relevant partners to undertake a technical assessments and evaluation reports on SB4C activities.
  • Provide technical assistance to the other projects with related on SB4C activities.
  • Coordinate with CO’s gender focal to ensure gender considerations are taken into account throughout the project cycle, and for seeking technical assistance as necessary.

 

  1. Ensures quality management services and facilitates Knowledge Building and Management:
  • Establish/ Put in place a monitoring and evaluation system for optimum management of project activities that will be based on and/or compatible with the UNDP programme wide M&E system and with Atlas requirements.
  • Provide technical assistance to the preparation on Information, Education and Communication (IECs) materials.
  • Support mobilizing resources from the potential donors
  • Prepare best practices and share to the development partners and concerned stakeholders.

Impact of Results

The key results will have an impact on the strategic direction, implementation and success of the project. In particular, the key results have contributed to the reduction of poverty.

Recruitment Qualifications

Education

Master’s Degree, Development, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Work Experience:

  • 3 years of progressive experience in project mangement development programming with focus or relation to Employment, Microfinance and/ or related fields;
  • Strong experience in project management, and proved experience of managing projects at the national and local level.
  • Proven ability to lead a team and to plan and organize work productively with the team.
  • Work experience with international development projects is an advantage
  • Excellent computer skills including Microsoft Packages

Languages

Excellent oral and written command of English and Arabic language.
