 Background:

Since 2003 Darfur has been experiencing conflict that has led to huge population displacement, humanitarian crisis, insecurity and destruction of socio-economic infrastructure. As part of its commitment to bring long term peace and stability to Darfur, the Government of Sudan signed the Doha Document for Peace in Darfur (DDPD) with some warring factions in June 2011.  As a preliminary step, the document outlines a needs assessment to determine the recovery and long term development needs that will contribute to peace and security in Darfur. Under the overall leadership and guidance of the Government of Sudan and Darfur Regional Authority (DRA) and with support from international partners including UNDP, the Darfur Joint Needs Assessment Mission (DJAM) was conducted in 2012-2013. The findings of the DJAM culminated in the preparation of Darfur Development Strategy (DDS) document, ‘Developing Darfur: A Recovery and Reconstruction Strategy (2013-2018) document.  By design the DDS adopts a sequential and coordinated approach in the implementation of its three pillars, namely: i) Governance, Justice and Reconciliation ii) Reconstruction and iii) Economic Recovery. As a starting point the DDS envisages the implementation of Foundational and Short Term Activities (FaST) as a precursor to much more comprehensive and long term development interventions that will lead to durable peace and stability in Darfur.

Meanwhile, the DDPD final security arrangement envisages a comprehensive Disarmament Demobilization and Reintegration (DDR) Programme for male and female combatants including special need groups.  The DDPD delegated the task of implementation of the DDR and Small Arms Control Programme to the Sudan DDR Commission (SDDRC) in close collaboration with the Darfur Regional Authority (DRA).  UNDP, UNAMID and other UN Agencies (UN Women, UNFPA and others) were requested to provide technical and operational support to SDDRC and DRA as well as other relevant Government institutions at national and Regional (Darfur) level for successful programme implementation. As part of those efforts, UNDP DDR/CSAC Programme is seeking the services of qualified persons to support the implementation of the Community Based Reintegration Programme in Darfur.



 
 Duties and responsibilities:

Under the overall guidance and supervision of the DDR/CSAC Programme Manager and Direct Supervision of the Darfur Reintegration Coordinator, the Social Reintegration Officer will work closely with the Gender Unit in Khartoum to support the implementation of the community based reintegration and small arms control related activities at the State level through the following:

  • Provide technical advice and support to the National DDR Commissions and Programme
  • Coordinate and liaise on specific “Reintegration” related activities to support the implementation of the community based  
  • Prepare project documents, position papers and policy notes.
  • Establish guidelines and reporting standards for monitoring and evaluation of reintegration activities.

 

  • Coordinate and liaise with the gender unit at Khartoum office, and Regional Coordinator in Darfur to develop, and implement gender and Persons with Disabilities (PWDs) work-plans for community reintegration and small arms control.
  • Support the social reintegration and small arms control process for female and male ex-combatants, WAAF and Persons with Disabilities (PWDs), including the development and implementation of appropriate, relevant social reintegration and small arms control interventions to meet the specific capabilities and vulnerabilities of female ex-combatants and WAAF in Darfur states.
  • Support the development of gender-sensitive information Counseling and Referral Services information and support the training of staff on these materials.
  • Utilize developed methodologies, such as the Vulnerabilities and Capacities Assessment(VCT), to gather and analyze data on female-specific vulnerabilities related to socio-economic reintegration, including physical security, reproductive health, livelihoods, information on women’s own capacities and knowledge on market dynamics, interests and skills as well as socio-cultural barriers in Darfur.
  • Regularly update the specific vulnerabilities of the target population including cultural, socio-economic and security issues that might affect their successful reintegration of women and ex-combatants with disabilities.
  • Assess the delivery and organizational capacity of national implementing partners specifically related to gender and disability issues, including identifying areas of strength and key gaps with a view towards contracting their support for DCBRP in Darfur.
  • Support reintegration and small arms control team in Darfur to develop gender-responsive tools, processes, and approaches to support planning, designing and implementation processes.
  • Support integration of gender and disability perspectives in developing and disseminating public information and undertake specific public information activities related to female ex-combatants and WAAF.
  • Support the design and implementation of strategies in mainstreaming the needs and priorities of ex-combatants with disabilities in programme development and monitoring.
  • Strengthening, interagency coordination, collaboration, and partnership with relevant UN agencies, government stakeholders on gender and women issues.
  • Support the development and implementation of gender specific projects in Darfur;
  • Liaise through the Regional Coordinator to prepare reports on activities and achievements.
  • Prepare consolidated weekly, monthly and quarterly reports on gender and disability issues for donors on the DDR programmes in Darfur projects.
  • Conduct analysis of data and prepare statistical analysis including graphs. 
  • Draft lessons learned and best practices on operational and programmatic areas of gender and disability issues related reintegration, community security and small arms control.
  • Provide draft documents for internal and external distribution, including briefing notes, talking points, minutes of meetings and notes for the file.
  • Edit diverse documents for conciseness, relevance and style on gender issues.
  • Ensure all projects related information is properly shared with relevant entities.
  • Undertake any other tasks as required.

 


 
 Minimum Qualification, Skills and Experience Required:

Required Skills and Experience

 

Education:          

  • Master degree in gender, political science, social science, international relations, development studies, conflict resolution or related fields.

Experience:       

  • Minimum 5 years of relevant work experience in gender work, of which at least 2 years of peace building, post conflict reconstruction and development work, with good knowledge and understanding of Darfur region.
  • Experience in community-based approach, post conflict reconstruction processes i.e. DDR, peace-building, small arms control and reintegration is highly desirable.
  • Good knowledge of the UN system and its procedures, and work experience within the UN or an NGO on gender issues is an asset.
  • Knowledge of DDR, Small arms control and conflict management an asset.
  • Previous experience working on gender and disability issues will be an advantage.
  • In-depth understanding of the economic and social context of Darfur especially on gender issues will be an advantage.

Language:

  • Fluency in oral/written English as well Arabic languages are required
  • Good report writing and presentation skills in English will be asset.
