 Background:

Since 2003 Darfur has been experiencing conflict which has led to huge population displacement, humanitarian crisis, insecurity and socio economic destruction. As part of its commitment to bring long term peace and stability to Darfur, the Government of Sudan signed the Doha Document for Peace in Darfur (DDPD) with some military factions in June 2011.  As a preliminary step, the document outlines a needs assessment to determine the recovery and long term development needs that will contribute to long term and stability in Darfur. Under the overall leadership and guidance of the Government of Sudan and Darfur Regional Authority (DRA) with support from international partners including UNDP, the Darfur Joint Needs Assessment Mission (DJAM) was conducted in 2012-2013. The findings of the DJAM culminated in the preparation of Darfur Development Strategy (DDS) document, ‘Developing Darfur: A Recovery and Reconstruction Strategy (2013-2018) document.  The Darfur Development Strategy (DDS) adopts a sequential and coordinated approach in the implementation of all three pillars, namely, i) Governance, Justice and Reconciliation ii) Reconstruction and iii) Economic Recovery. As a starting point the DDS envisages the implementation of Foundational and Short Term Activities (FaST) as a precursor to much more comprehensive and long term development interventions that will lead to durable peace and stability in Darfur.

The DDPD final security arrangement envisages a comprehensive Disarmament Demobilization and Reintegration (DDR) Programme for male and female combatants including special need groups.  The DDPD delegated the task of implementation of the DDR and Small Arms Control Programme to the Sudan DDR Commission (SDDRC) in close collaboration with the Darfur Regional Authority (DRA).  This will be done in close collaboration with UNDP, UNAMID and other UN Agencies (UN Women, UNFPA and others) who will provide technical and operational support to SDDRC and DRA as well as other relevant Government institutions at national and Regional (Darfur) level for successful programme implementation. As part of those efforts, UNDP is exploring the services of qualified persons to support the implementation of DDR and Small Arms Control Programme activities in Darfur.

 



 
 Duties and responsibilities:

Under the overall supervision of the DDR/CSAC Programme Manager and direct supervision of Darfur Reintegration Coordinator and in collaboration with other UNDP team members in El Fashir and Khartoum, the incumbent will carry out the following roles and responsibilities:

  1. Support the establishment and implementation of participatory monitoring and evaluation systems, mechanisms and strategies :

       

  • Support the development of a community based M&E frame outlining the overall project M&E strategy in light of the Results, Resources Framework (RRF) of the Project;
  • Identifify efficient and effective data collection tools and data sources, both qualitative and quantitative;
  • Support the establishment of database of the Project baseline activities, outputs and information on ongoing project activities and contribution to the Project’s objectives;
  • Support the collection, analysis and reporting of data against relevant indicators, baselines and targets in all in both reintegration and CSAC programming activities;
  • Support the design of surveys questionnaires to collect data, as needed;
  • Establish and maintain systems for monitoring and evaluating the impacts of livelihood and group activities in promoting social cohesion in selected communities;
  • Support monitoring and reporting for the timely and effective delivery of the Project’s Outputs in accordance with the project document and results framework;
  • Undertake regular analysis and update of the community baseline information in close partnership with other partners  at the State level;
  • Monitoring, evaluating and updating the risk and issues logs and provide recommendations for mainstreaming risks and issues into Programme implementation;
  • Facilitating consultations with stakeholders to gather information and data feeding into the preparation of livelihood, social reintegration and small arms control strategies and work-plans;
  • Supporting the development of relevant participatory community planning instruments, tools, methodologies and products.
  •  Monitoring the implementation and reporting of activities by relevant line Ministries, Government partners and NGO Implementing Partners;
  • Ensure that gender and women issues are mainstreamed in all planning, implementation, monitoring and reporting of all programme activities.
  • Undertake any other relevant activities as required in relation to implementation of M&E plan;

2 -Reporting and Communication:

  • Timely preparation of high-quality reports, including analytic assessment, in strict accordance with the provisions of the results framework and  project document;
  • Documentation and Sharing of Best Practices and Lessons Learned: Development and publication of knowledge products which document best practices and lessons learned as well as sharing of international comparative experiences;
  • Preparation of meeting minutes/reports on all DDR Regional Technical Working Groups and Coordination bodies meetings;
  • Serve as the project communications focal point and ensure preparation and implementation of the project communication plan;
  • Work collaboratively with other UNDP and UN communications focal points in Darfur;
  • Prepare and ensure up-to-date project related information is posted on the UNDP internal and external websites;
  • Prepare and maintain project factsheets and other printed materials for project publicity;

 

3. Documentation and Knowledge Sharing of Best Practices and Lessons Learned

  • Documentation and Sharing of Best Practices and Lessons Learned;
  • Share information with Government, UN and NGO partners using various channels;
  • Analyzes and selects materials for strengthening strategic alliances with Government partners, UN Agencies and other stakeholders;
  • Facilitation of knowledge building and knowledge sharing on monitoring and evaluation;
  • Maintains an established network of contacts for general information sharing and to remain up-to-date on partnership related issues;

Impact of Results:

It is expected that the delivery of the results will contribute to the improvement in the quality of UNDP DDR/CSAC programmes in Darfur as evidenced by enhanced accountability and positive evaluation of results which could serve as examples to other DDS funded programmes in terms of:

  • Timely and high-quality reporting, including accurate analysis as well as clear and concise presentation of information, to ensure that Government partners, DRA, UN, donors and other stakeholders are satisfied with programme performance;
  • Sharing of best practices and lessons learned in programme coordination, information sharing and partnership building with other DDS pillars through effective communication with Government, DRA, UN Agencies, NGOs, local communities and other relevant stakeholders.

 
 Minimum Qualification, Skills and Experience Required:

Education:

  • Master degree in Social Sciences with emphasis on Project Planning, Management and Monitoring as well as other related fields.

Experience:

  • At least 5 years of  experience in the planning, monitoring and evaluation  of livelihoods, social cohesion, peace building and reintegration  related projects;
  • Experience in the design Management Information System and application of participatory monitoring and evaluation tools and methodologies  
  • Experience in Results Based Monitoring and Reporting will be an added advantage
  • Experience in data collection and analysis including designing of questionnaires for the collection of quantitative and qualitative data;
  • Experience in the usage of computers (MS Word, Excel, etc.);
  • Prior experience working with UN or UNDP in Darfur will be an asset.
  • Good communication, report writing and presentation skills in English and Arabic will be an asset.
  • Working experience in Darfur will be an advantage
