 Background:

The Overall mandate of the United Nations Department of Safety and Security (UNDSS Sudan) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programs and activities of the United Nations System. UNDSS Sudan is supporting the UN Agencies and Non-Governmental organizations so as to enable them to conduct their operations in the safest way possible. To address the need to improve the safety and security of UN and NGO staff working in Sudan, UNDSS Sudan is planning to recruit a Local Security Assistants (LSA) to assist in providing security support and services to UN staff and INGO’s operational in Darfur State.



 
 Duties and responsibilities:

Summary of Key Functions:

Under the overall guidance and supervision of the Security Adviser (SA), Deputy Security Adviser (DSA) or the Field Security Coordination Officer (FSCO), the Local Security Assistant (LSA) assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in Darfur through the below functions:

  • liaising and coordinating with the local government security organizations; interface with all civilians, military members, law enforcement agencies and National Intelligence Services (NISS) in ensuring staff security and safety.
  • Prepare Contingency Plan and interact with the Sector FSCO’s and Regional Operations on daily security management issues including updating staff lists.
  • Conduct Security Risk assessments and respond to security, emergency or safety related incidents within the area of responsibility. 
  • Prepare Daily situation reports and flash reports of all incidents in a timely manner on incidents and accidents that occur to the respective FSCO’s.
  • Maintaining Minimum Operational Security Standards (MOSS).
  • Assessing the security situation at the duty station; conduct Threat Assessments and UN Staff residence surveys; prepare and provide security briefings to all staff and provide recommendations to the FSCO.
  • Produce incident based security and travel advisories; Prepare security reports for DSS; and security clearances for internal travel of staff when required.
  • Conducting security evaluations and providing advice on security measures for the residences of UN staff and UN offices.
  • Organizing trainings on security issues/awareness and preparedness;
  • Perform all other assigned duties or tasks assigned by the SA, DSA or FSCO.

  SUPERVISORY CONTROLS: The incumbent works under the supervision of the respective Sector FSCO’s.  The LSA must keep supervisors informed of all incidents and conditions with far reaching implications.

 PERSONAL WORK CONTACTS: Contacts include the FSCO, Area Security Coordinator, Agency Head of Office, civil authorities, fire departments, UN Agencies, INGO’s, civilian personnel and national law enforcement.


 
 Minimum Qualification, Skills and Experience Required:

Education:

Secondary education certificate.  University Degree desirable, but it is not a requirement.


 

Work Experience:

At least 6 years of experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.


 

Languages:

Fluency in English and Arabic languages. Excellent drafting ability, resourceful communications skills, both orally and in writing.
 

 


Other Requirements:

  • Ability to establish priorities and to plan, coordinate and monitor his/her own work plan with minimum supervision.
  • Ability to work under pressure or in crisis situations.
  • Ability to actively seek to improve services, offer new and different options to solve problems/meet client needs.
  • Proven interpersonal skills and the ability to listen and work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Knowledge of HF and VHF radio operation;
  • Knowledge of host country safety codes;
  • Solid computers skills (MS Word, Excel, PowerPoint, email and internet);
  • Possession of a valid driver’s license
  • Physically fit and ability to travel.
