Partnership Coordination Associate

 Background:

UNEP has obtained significant funding from the European Union (EU) for the implementation of an ambitious catchment-based natural resource management project along a 50km stretch of the Wadi El Ku, near El Fasher in North Darfur. The project seeks to strengthen livelihoods by increasing agricultural production and related value-chain activity through the more effective use and management of the local natural resource base.  In doing so, the project will address one of the underlying drivers of localized conflict in Darfur, which is competition for scarce land, water and forest resources that support agricultural and agro-pastoralist livelihoods in the region.

 

Whereas the field activities will be carried out by a local partner, Practical Action (PA), UNEP will be responsible for higher level technical backstopping, documentation, punctual research and replication of the project results to a larger area.

 

The project’s goals will be achieved by working in partnership with government, civil society and community natural resource stakeholders at three levels. First, at the community level, to strengthen natural resource management practice and decision-making, and to expand available livelihoods options. Second, to link community level natural resource decision making to an improved system of catchment management in Wadi El Ku, which draws on recent developments in IWRM, ecosystems-based adaptation, and environmental governance. And third, to strengthen the capacities of state and regional institutions to support, sustain and replicate these improvements.

 

To this end, UNEP will recruit a Partnership Coordinator to coordinate relationship building at the three levels in the project. The Coordinator will work closely with UNEP theme specialists to ensure that their work is well linked to the main WEK stakeholders and beneficiaries. The Partnership coordinators will also work closely with a select group of international experts, with the project management and with the Practical Action field team.

 



 
 Duties and responsibilities:

Summary of key functions:

 

  • Work on the process of project stakeholder/partner mobilization and liaison;
  • Work on mainstreaming gender into work planning, implementation and M&E for the project;
  • Provide quality control for outputs and deliverables submitted by PA (and other implementing partners) under the project, and provide support to partners to address constraints;
  • Support the implementation of the results of the project institutional and socio-economic assessments;
  • Assist in the establishment of the project’s monitoring, evaluation and knowledge management function and participate in M&E activities;
  • Take on additional tasks as may be required.

 

1. Work on the process of project stakeholder/partner mobilization and liaison:

 

  • Facilitate the operation of the Project Technical Committee, including the preparation of meetings, and the organization of secretariat assistance.
  • Provide monthly update UNEP-Sudan management on the development of partnership arrangements and agreements with State government authorities.
  • Brief and keep informed Locality and Native Administrations on the Project, engaging their full support and participation.
  • Brief and keep informed relevant non-government institutions in El Fasher on the project, engaging their full support and participation.
  • Brief and keep informed relevant NNGOs and INGOs in El Fasher on the project, engaging their full support and participation.
  • As advised by the Technical Committee and Project Manager, organize and conduct community and other consultations needed to guide and inform project implementation.
  • In close coordination with the Project Manager identify opportunities to raise awareness of the project and its aims and activities among project stakeholders.

 

2. Work on mainstreaming gender into work planning, implementation and M&E for the project:

 

  •    Assist in developing and applying gendered indicators across the project;
  • Ensure that the importance of gender in natural resource management is emphasized among project partners and stakeholders.

 

3. Provide quality control for outputs and deliverables submitted by implementing partners under the project:

 

  • Coordinate with PA (and other implementing partners) on the content and approach of their project activities, ensuring that they can be reasonably expected to deliver the desired outputs.
  • Track partner implementation according to agreed work plans and partnership agreements, and highlight any challenges or delays to Project Manager.  
  • Pro-actively pursue opportunities to provide support to PA (and other implementing partners) during implementation of activities under project Outputs 1 and 2

 

4 Support the implementation of the results of the project institutional and socio-economic assessments:

 

  • Assist the Project Manager in carrying forward the recommendations of the project’s institutional and socio-economic assessments.

 

5. Assist in the establishment of the project’s monitoring, evaluation and knowledge management function and participate in M&E activities;

 

  • Under guidance from the Project Manager, set up monitoring and reporting systems needed both to inform the project’s evaluation strategy, and to satisfy external and internal reporting requirements;
  • Support to partners on implementation of monitoring and reporting systems;
  • Maintain a file on each of the indicators and see to the proper keeping of monitoring records;
  • Assist in the timely recruitment of specialists to support M&E, as needed.

 

 

6. Take on additional tasks as may be required. Tasks include:

 

  • Ensure that the project maintains visibility with project partners and that relationships are maintained;
  • Assist in the running of UNEP’s project management unit in El Fasher when the Project Manager is out of duty station;
  • Under guidance from the Team Leader, assist the WEK team and partners in filling knowledge gaps arising throughout the implementation period.

 Minimum Qualification, Skills and Experience Required:

 

Education:

 

  • Secondary education.
  • Additional training in management and rural development is desirable, particularly with focus on: participatory approaches in rural development; monitoring and evaluation of projects; community management of water and ecosystem resources; and project management.

Experience:

  • 7 years of relevant experience in rural development and application of community based approaches.
  • Experience working with the UN or INGOs is an advantage.
  • Experience working in a conflict affected environment.
  • Ability to lead and work in teams.
  • Ability to work with government and non-government partners, and demonstrated communication skills.
  • Computer skills, including various office applications.
  • Ability to work and conduct fieldwork in the Darfur region is an asset.

 

Language Requirements:

 

Fluency in both written and spoken English and Arabic.
