 Background:

UNDP Sudan’s Information Management Unit, under Oversight Support Division was established in February 2014 to address UNDP’s information and mapping needs to enhance data compilation, information sharing, monitoring, coordination, thereby supporting evidence based programming, and decision making. Using innovative approaches, the unit in close collaboration with M&E and PACOM teams will support the creation and management of a common information system to meet UNDP’s needs for a coordinated monitoring system based on project activities and their indicators facilitating development effectiveness tracking and impact evaluation in Sudan.



 
 Duties and responsibilities:

Key responsibilities of IMU are the following:
Design, development and implementation of strategic information management process: Review existing data systems in UNDP programme units, M&E and CSO; Design and develop an effective data and information management system and related implementation plan integrating relevant M&E indicators, standards using innovative geographic information based solutions.

 

Ensure collection, management and visualization of data: Establish linkages with UNDP programme units, projects and CSO for collection of recovery and development data and coordination of activities; Ensure maintenance of adequate mapping and recovery/development database; Support data analysis to foster evidence based programming processes; Develop templates for mapping and visualization of development results and activities using innovative approaches.

 

Support UNCT Information Management Working Group (IMWG) processes and products: Facilitate roll out of IM tools in particular the 4Ws to member agencies and partners including (I) NGOs, donors and assume administration function of the 4Ws groups; manage the IMWG tool development on the basis of user requirements and feedback; Support information requests and products of the WG; Regularly review and update IMWG website and functionality.

Background /Rationale:-

UNDP uses IMWG 4Ws tool to track info on its project activities and at the same time undertaking development of M&E IM portal to track and measure its development effectiveness. It is IMU’s core function to maintain UNDP 4Ws and develop M&E IM tool apart from meeting the map requests of many UNDP projects and programmes. To sustain these core functions of IMU as well as implement IMU ICT strategies, specialized ICT support for the unit is essential. ICT support will address the needs of database and server administration, helpdesk, procurement and user capacity building for all IM tools used in IMU. The position will also provide assistance to IMU Database Developer in various phases of the M&E IM tool development, testing, roll out and capacity building.

Functions /Key Results Expected:-

The ICT Officer will undertake following key functions:

  • Support the administration of UNDP Sudan 4Ws Database Server
  • Support Database Officer in the development of UNDP M&E IM system
  • Maintain IMU ICT tasks
  • Provide support in preparation of IMWG products

Lead the management of IMWG 4Ws Database Server

  • Administer 4Ws server by supporting  the overall management of its database including maintenance of its synchronization functionality
  • Create user profiles, synchronization groups and trouble shoot any errors
  • Provide Helpdesk support to 4Ws users
  • Rollout and provide training  to new users and user groups
  • Maintain the 4Ws tool based on output requirements & guarantee its compatibility with its web-based application on Ushahidi platform
  • Identify needs, advice and provide development support in all modules of the IMWG tool database with offsite development team

Support Database Officer in the development of UNDP M&E IM system

  • Support IMU Database Officer in all aspects and phases of the M&E IM prototype development in particular during the testing, rollout and training phases
  • Support procurement of resources requirement for the system development

Perform IMU ICT functions

  • Maintain and ensure efficient operation of all IMU softwares and hardwares
  • Create a technical sheet on all IMU IM tools with OS requirements, trouble shooting and IT specifications.
  • Advise and lead the procurement of IMU ICT requirements
  • Support implementation of ICT management systems and strategies for IMU including compliance with corporate information management and technology standards, guidelines and procedures for the development and maintenance of IMU ICT technology environment.

 Provide support in preparation of IMWG products

  • Support production of IMWG digital atlases and other related materials 
  • Administer and maintain the IMWG web resource center

Impacts of results:-

Strengthened IM and M&E functions of IMU through set up of coordinated information system for tracking projects, monitoring CP indicators and better information sharing amongst IMWG member agencies. Enhanced capacities of UNDP staff members and partners in IM systems. Better dissemination of UNDP and UNCT’s IM products.

 Minimum Qualification, Skills and Experience Required:

Education:

Secondary education with relevant certifications in hardware and software management and application (Microsoft Certification, Cisco Certification). University Degree in Computer Science desirable, but it is not a requirement. Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) are required.


 

Work Experience:

6 years of professional working experience at the national level in supporting & setting up information technology infrastructures and network administration.

Strong practical knowledge and experience in management of hardware and software platforms, telecommunications facilities, and helpdesk support.

Knowledge of Windows-based packages/applications in a busy computer network environment, Open Data and Open Technologies.

Experience in web management, web development and ICT project budgeting.

Previous experience in developing and implementing interactive database tools for recovery- and/or development programming purposes is desirable.

Skills:

Visual Basic.Net, C#, Oracle, ASP.Net, PHP, Java; and Knowledge about Geographic Information System (GIS) are desirable but they are not requirements

Other Skills:-

Strong written and oral skills in conveying technical information to non-technical colleagues and partners.

Excellent liaison, co-ordination, and planning skills.


 

Languages:

Fluency in the UN language and national language of the duty station.
