 Background:

Organizational Context:

 

UNFPA Sudan is implementing its 6th Country Programme (2013 – 2016) with an overall goal to contribute to the reduction of maternal mortality and morbidity in Sudan based on an integrated programming approach also addressing socio-cultural determinants of maternal health. Interventions follow a tiered approach at national, state and locality levels and seek to integrate humanitarian response with more long-term development interventions. UNFPA delivers its humanitarian programme in a number of focus states among which the 5 Darfur States. With its main office in Khartoum, UNFPA supports a number of sub-offices in Darfur and other locations in Sudan.

 

Interventions aim at delivering services and information to beneficiaries at state and locality levels. UNFPA implements mainly through using national execution (NEX) modalities wherever there is capacity for that. Implementing partners will thus need close technical and operational support and monitoring from the UNFPA state based teams in thematic areas of reproductive health (RH), Gender/GBV, Youth Programming and Population issues. The sub-offices are providing leadership in supporting UNFPA partners and mandate in their respective states.

 

UNFPA primarily seeks to fill the position of Head of Sub-Office in El Fasher, North Darfur, where UNFPA has a sub-office (along with other Darfur sub-offices in West and South Darfur). However, additional successful candidates may also be included in a roster for similar positions in other Darfur states if and when they become available. The position of Head of Sub-Office requires a profile that is primarily managerial with an additional strong technical programme lead and oversight function in UNFPA’s mandate areas mentioned above.

 

He/she is responsible for the overall management of the programmatic and operational (financial and administrative) management of the Sub-Office. This includes overall planning, formulation, implementation, monitoring and evaluation of the Country Programme/Country Programme Action Plan at state level and supervision of the UNFPA program (RH, GBV and M&E officers) and operations staff in the sub-office.

 

Work Relations:

The Head of Sub-Office reports directly to the Humanitarian Programme Coordinator, based in Khartoum, under the overall leadership of the UNFPA Country Representative, Deputy Representative, and Assistant Representative. At a technical level, he/she works closely with the humanitarian and development programme teams (RH, Gender/GBV, HIV/AIDS, Youth programming and Population and Development issues) based in Khartoum and with the Operations Unit for operations issues of the sub-office.

He/she works closely with external partners including Darfur representatives of donors, state organizations and institutions namely State Ministries and Darfur Regional Authority, sister UN agencies, INGOs/ NGOs, CBOs and UN inter-agency initiatives and development partners at state level in order to develop and maintain strategic partnerships, discuss joint programme activities and build capacity.



 
 Duties and responsibilities:

  • Supervises all UNFPA sub-office staff, provides adequate guidance and support for the staff, creates team spirit and ensures conducive work environment.
  • Ensures compliance with UNFPA policies and procedures in all programmatic and operations areas at sub-office level and ensures effective and efficient management of UNFPA resources in line with existing policies and procedures; this includes oversight of Admin. Associate in terms of general services, local procurement, office budget, petty cash, assets management, security MOSS and MORSS.
  • Ensures MOSS and MORSS compliance at sub office level and among staff under his/her supervision.
  • Is accountable for the overall implementation of the CP/CPAP in the respective state and provides substantive inputs for management and monitoring of interventions in the state;
  • Advances the policy and advocacy agenda in support of UNFPA programming to provide supportive platform for interventions directed towards promoting gender equality, eliminating GBV, integration of youth issues and contributing towards the reduction of maternal and neonatal deaths and disabilities at state level;
  • Ensures adequate financial monitoring and identifies resource requirements to address programmatic gap;
  • Works closely with all partners in the state to ensure sound planning, implementation and monitoring of UNFPA supported intervention at state and locality level guided by the CPAP, CPAP, monitoring framework and Humanitarian Work Plan with a strong focus on National Execution Modalities (NEX).
  • Contributes to resource mobilization and fundraising efforts to mobilize resources for development and humanitarian programming including drafting of resource mobilisation proposals, preparation of donor progress reports, documentation of field visits etc.
  • Ensures adequate support is provided for the implementing partners at state level for the timely development of annual work plans, quality and timely technical reports and financial reports through FACEs and other related reports as needed.
  • Leads the UNFPA team in the state to provide on-the-job support for partners at state level to enhance their technical and operational capacity;
  • Ensures that capacity need assessments are conducted, capacity gaps are identified and actions/interventions to enhance capacity of partners are implemented.
  • Seeks technical/administrative/operations support from the relevant CO units and keeps them abreast about developments and challenges at state level;
  • Analyses the state environment, identifies issues for advocacy, support for preparation of evidence and use suitable fora to advance UNFPA mandate in the state.
  • Creates and documents knowledge about current and emerging program issues, by analysing programs, projects, strategies, approaches and on-going experience for lessons learned, best practices, and shares with senior management for use in knowledge sharing and planning future strategies. In collaboration with key stakeholders, identifies and reviews emerging humanitarian and development issues and their linkages to program planning, management and research.
  • With support of programme and operations staff, follows-up with partners to ensure adequate audit preparations and records are in place and ensures follow-up on implementation of audit recommendations.

 

Representation/Coordination

  • Represents UNFPA in relevant inter-agency fora related to programme, operations, security and other issues (i.e. A-SMT, A-HCT, sector meetings and others) and other coordination mechanisms including with UNAMID and humanitarian sectors as required; ensures adequate representation of other UNFPA sub-office personnel as relevant;
  • Represents UNFPA in fora related to the Darfur Regional Authority and provides inputs and assistance for the implementation of DDPD trough close coordination with relevant partners working with DRA (Darfur Regional Authority);
  • Dedicated RH and GBV Officers will be responsible for inputs at the technical programmatic level and will assume the coordination function of sub-sectors. The head of sub-office will provide overall leadership/support at the state level including facilitation and liaison in order to improve RH and GBV provision of services and information, and overall UNFPA mandate in the Darfur humanitarian crisis

 

Coordination:

  • Ensures the participation of UNFPA in joint inter-agency assessments/strategic planning in Darfur States at adequate technical (RH, GBV programme officers) level;  
  • Supports the mid-year review and end-year review of relevant humanitarian sector plans within the strategic response plan ensuring adequate reflection of UNFPA’s humanitarian mandate areas. (i.e. health and GBV);
  • With support of RH Officer, coordinates/strengthens RH sub-sector coordination with Health Sector in Darfur states; participates in Health Sector meetings and updates regarding RH sub-sector work in all Darfur States; contributes to the prioritization of health sector challenges/gaps;
  • Provides overall support to GBV Programme Officer including advocacy for further strengthening of multi-sectoral approach to prevention and response of Gender-Based Violence (GBV) among all partners, working in the complex emergency areas and supports GBV Programme Officer in sub-sector related issues and programme activities; Supports GBV Officer, as may be needed, in coordination of GBV sub-sector;
  • Liaises with other sectors (protection, WASH, RMS, camp coordination, etc.) for addressing RH/ GBV/ HIV -related concerns;

 

Programme:

  • Contributes substantively to the design, planning and management of UNFPA’s programme activities by providing and managing data inputs, incorporating best practices, monitoring project implementation and following up on recommendations, and supervision of all sub-office staff:
    1. Ensures emergency preparedness and response to recurrent natural disasters and other humanitarian response programme activities through integration into regular Country Office (CO) programming, inputs for the development of humanitarian response proposals, monitoring implementation, and reviewing of progress reports,
    2. Contributes and oversees the emergency preparedness and contingency planning at state level;
    3. Contributes to preparation of strategic documents from Darfur region, including recommendations to the CO; contributes to the documentations of best practices and approaches for UNFPA’s knowledge sharing and communication within the UN system and with external partners
  • Ensures the participation of UNFPA staff in related monitoring interventions for the implementation of the Country Programme at state and community levels.
  • Undertakes, as necessary, missions within the state and upon request to other states  and regularly meets with various programme partners;
  • Supports the review processes for the UNFPA Country Programme Action Plan (CPAP).
  • Provides inputs from Darfur States to the processes related to UNDAF and UNFPA country programme ensuring integration of humanitarian interventions within a longer-term development approach;
  • Provides inputs from Darfur states to humanitarian programming and resource mobilisations mechanisms (i.e. Strategic Response Plan, CERF etc.) from planning to reporting stages and ensures that reproductive health (RH) and protection against GBV are well addressed within the humanitarian response and build on a multi-partner collaborative framework that includes state government institutions, INGOs/NGOs and civil society;
  • Provides technical and operational guidance on MISP implementation and audience-specific orientation sessions when and where feasible (e.g. for service providers, community health workers, programme staff and the affected population, including adolescents)
  • Supervises the collection and analysis of RH/ GBV/HIV data, and submission of timely quarterly RH/ GBV reports from UNFPA sub offices and implementing partners. 
  • Reviews proposals presented to UNFPA by implementing partners with RH and GBV officers and assists in facilitating drafting of MOUs or LOUs when necessary.
  • Oversees, with the technical inputs of the relevant technical officers, the development of state-level procurement and distribution plans for RH and GBV commodities.
  • Regularly monitors and reports on the proper and effective usage of commodities and supplies received through UNFPA.
  • Carries out any other duties assigned by the UNFPA Representative.

 
 Minimum Qualification, Skills and Experience Required:

Academic Requirements: Advanced degree (Master or equivalent) in public health, medicine, sociology, demography, economic or Political Science, management or other related field.

Experience                          : 5 years of increasingly responsible professional experience in management and development relevant to population and development, sexual and reproductive health, and gender;

  • Substantive knowledge and practical experience in population and development, sexual and reproductive health, and gender;
  • Experience in programme and/or technical assistance with the UN Humanitarian System
  • Extensive Field experience in humanitarian setting is required

Languages                          : Fluency both in written and spoken English and Arabic is required.
