 Background:

BACKGROUND

UN-Habitat in Sudan has developed in recent years a complex but consistent programme that addresses sustainable urbanization, public/basic services delivery, housing development and livelihoods, among other aspects, with activities ranging from policy and strategy making, to studies and assessments, training and capacity development, and implementation of physical interventions at the local level, using participatory approach and alternative construction technologies. Up to now the programme is been implemented in Khartoum State, Southern Sudan and Darfur, and has the ambition to expand to Eastern Sudan, as well as starting national initiatives.

 

OVERALL OBJECTIVE

Under the guidance and direct supervision of the Head of Country Porgramme, the Programme Associate provides leadership in execution of services in UN-Habitat Office in Sudan, supports the design, planning and management of the office by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UN-Habitat rules and regulations.

 

The Programme Associate supports of the Programme & Operations Unit, works in close collaboration with the operations, programme and project teams in the office, in the field offices and UN-Habitat HQs staff for resolving complex programme-related issues and ensuring their effectiveness, transparency and integrity. The programme Associate promotes a client-focused, quality and results- oriented approach.

 



 
 Duties and responsibilities:

Summary of Key Functions:

 

  • Administration and implementation of programme strategies, adapts processes and procedures
  • Support to management of the CO programme
  • Administrative support to the Programme Unit  
  • Facilitation of knowledge building and knowledge sharing

1.Ensures administration and implementation of programme strategies, adapts processes and procedures focusing on presentation of information/ reports for identification of areas for support and interventions.

 

2.Ensures organization of logistical services focusing on achievement of the following results:

  • Organization of travel including purchase of tickets, DSA calculation, petty cash tracking; arrangement of shipments; vehicle maintenance; conference facilities arrangements , market surveys for procurement requests & office inventory.
  • Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys.
  • Prepare UNHAS report for budget tracking and expenditure.

3.Provides administrative support to the Programme & Operations’ Unit focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and filing system for UN-Habitat office.

  • Ensures that all travel permits / registrations and protocol requests done on timely basis.
  • Tracking of payments with UNDP Finance Unit.

  • Timely corrective actions on pending requests and report on timely basis if any delay accrued.

  • Provide weekly/monthly reports (word/excel) on the admin and financial status as per the staff responsibilities.
  • Ensures that all administrative and operation transactions have proper filing.
  •  Work with close collaboration with operation unit on timely submission of vehicle forms for maintenances, vehicles status and vehicles insurance.

4. Ensures facilitation of knowledge building and knowledge sharing in UN-Habitat Sudan office focusing   on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on programme.

  • Synthesis of lessons learnt and best practices in programme.

  • Sound contributions to knowledge networks and communities of practice.

 Minimum Qualification, Skills and Experience Required:

ACADEMIC QUALIFICATIONS

Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political or Social Sciences would be desirable, but it is not a requirement.

 

Experience:

7 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

 

Language Requirements:

Fluency in the UN and national language of the duty station.


 

SKILLS AND KNOWLEDGE AND ABILITY

  • Extensive experience in project accounting and administrative affairs with ability to communicate in a cross-cultural environment
  • Extensive experience in drafting/preparing of financial reports and understanding of international donor requirements
  • Experience in office management, logistic and human resource management systems
  • Understanding and working knowledge with international agencies
