 Background:

Background: OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to: • Mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies. • Advocate the rights of people in need. • Promote preparedness and prevention. • Facilitate sustainable solutions. The Humanitarian Financing Section is one of 4 sections of OCHA Khartoum and had overall responsibility for the coordination of humanitarian funding in Sudan as well as the management of the Common Humanitarian Fund (CHF) and the Central Emergency Response Fund (CERF) in Sudan. The Humanitarian Financing team works in four main areas: (a) managing the day to day CHF allocation process in support of the HC, including to ensure transparency, inclusiveness and accountability with humanitarian partners in the selection and recommendation of funding priorities to the HC; (b) providing secretariat services to the CHF Advisory Group and Working Group in support of the HC; (c) donor relations and resource mobilization with CHF and bilateral donors to strengthen humanitarian financing across Sudan (d) support to humanitarian partners in formulating CERF requests and liaison with OCHA CERF HQ in New York The Common Humanitarian Fund was established in Sudan in 2006 and allocates about US $ 40 to 80 million annually to humanitarian projects across the country. It was established to support the timely allocation and disbursement of donor resources to the most critical humanitarian needs in Sudan under the direction of the Humanitarian Coordinator. It ensures the provision of more predictable, timely and effective assistance and strengthens humanitarian leadership and coordination. The CHF is also in line with the principles of Good Humanitarian Donorship including: flexibility, timeliness and needs based approach. The Humanitarian Financing team is a highly dynamic, motivated and culturally diverse group. It is located in Khartoum and reports to the Humanitarian Coordinator through the OCHA Head of Office in Sudan.

Duties and Responsibilities: Under the immediate supervision of the International Humanitarian Affairs Officer (HAO) and under the overall supervision & direction of Head of Humanitarian Financing Section in Khartoum, the incumbent is expected to perform the following tasks: Support the CHF allocation processes through: • Support and guide sectors during allocation process through providing information on procedures and good practices. This includes taking part in sector meetings to ensure that project selection process meets criteria of transparency, inclusiveness and objectivity; • Provide advice to sector leads in preparation of sector defense, including preview and quality control of materials; • Work with sector leads, UNDP and implementing partners to ensure a high level quality of all funded project proposals to the CHF; • Support sector leads and implementing partners on how to use the CHF database. • Prepare allocation letters and tables documents for HC’s approval and ensure timely submission for signature; • Ensure closely aligned allocation and follow up disbursement processes with UNDP FMU; • Process no cost extensions and revision requests from implementing partners, including undertaking quality control of requests and justifications and ensure timely submission to the HC for approval and signature; • Contribute to the continual improvement of CHF policies, procedures and tools. Provide support to the CHF monitoring and reporting process by: • Participate or support field monitoring visits of CHF funded projects, including undertaking background research, support the collection of data and information and assist in the preparation of field reports. Anticipate 3 – 4 field visits annually. Support the updating of the CHF web site to ensure that the online information on the CHF is updated, comprehensive and reliable. • Maintain vigilance in the updating of CHF online information, including allocation reports, forms, graphs, success stories, etc.); Support the Sudan Humanitarian Work Plan process: • Serve as one of the focal points for Online Project System (OPS) in OCHA Sudan and provide training and orientation on the use of the system for 1-2 sector leads and partners. • Serve as focal point for collection and management data and provide technical support/comments to sector leads and partners during the peer review process and proposal review stages. Perform other duties as required Work implies frequent interaction with the following: • Humanitarian Affairs Officer/Head of Humanitarian Financing Section • UN Agencies International and national NGOs;


 
 Minimum Qualification, Skills and Experience Required:

• Master’s Degree preferably in Political or Social Science, Law, international studies, Public Administration, or other relevant science. Candidates with a Bachelors’ degree with Five additional years of relevant work experience will also be considered. Experience: • Minimum 3years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area, preferably with at least two years with a UN organization or an NGO. Good drafting and report writing skills are required. Language Requirements: • Fluency in oral and written English and Arabic is required. Candidates will be tested on their linguistic ability and regional and cultural knowledge. Female candidates are encouraged to apply.


Professionalism: Proven skills: ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions. Very good knowledge of State/Region of assignment, including the cultural, political and economic dimensions. Ability to relate humanitarian affairs issues and perspectives, including gender issues, to political and socio-economic. Strong negotiation skills: ability to lead and gain assistance of others in a team endeavor, and to articulate coherent arguments to reach agreement. Ability to work under extreme pressure, on occasion in a highly stressful environment. Very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system is desirable. Planning and Organizing: Proven ability to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines. Technological Awareness: Solid computer skills, including proficiency in word processing, spreadsheet applications, and relevant software packages, including e-mail. Communication: Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations.
