Background: UN-Habitat in Sudan has developed in recent years a complex but consistent programme that addresses sustainable urbanization, public/basic services delivery, housing development and livelihoods, among other aspects, with activities ranging from policy and strategy making, to studies and assessments, training and capacity development, and implementation of physical interventions at the local level, using participatory approach and alternative construction technologies. Up to now the programme is been implemented in Khartoum State, Southern Sudan and Darfur, and has the ambition to expand to Eastern Sudan, as well as starting national initiatives. In the context of the ongoing conflict in Darfur, UN-Habitat is intensifying its urban planning and human settlement programmes to complement humanitarian assistance and prepare the grounds for an eventual transition to recovery and development. UN-Habitat has established an important presence in Darfur as the leading UN agency in the areas of Urban Planning, Land Management and Pro-poor Housing through a variety of large projects that are managed from Khartoum and implemented through component national professional in Khartoum, Darfur, Blue Nile and other states of Sudan. Alongside with its current programmes, UN-Habitat Sudan aims at further expanding its early recovery and development programming in East Sudan and the three Protocol Areas in order to successfully answer the significant challenges that are connected with designing an effective strategy of intervention as well as operating in an area characterized by considerable security concerns. In order to achieve a strong institutional presence in Sudan that will allow UN-Habitat Sudan to most efficiently implement its programmes, UN-Habitat is strengthening it capacity in Khartoum to be able to respond to the planned expansion. Functions / Key Results Expected Under the guidance and direct supervision of the CTA/Head of Programme, the UN National Coordinator strengthens the relationship with the government counterparts at the federal and state levels to advocate for UN-Habitat mandate and ensure the facilitation of and smooth implementation of UN-Habitat programmes/projects. The National Coordinators reinforces capacity of the UN-Habitat field team to deliver the formulated programme outputs/results under the Regional and Urban Planning Project, Improving Basic Services and upgrading human settlements projects in the five states of Darfur and future projects in different states in Sudan. The National Programme Coordinator is required to use the Common Country Assessment process (CCA) and the United Nations Development Assistance Frameworks (UNDAFs), in a flexible and effective manner, to prepare high quality, focused and strategic to respond to post-crisis, early recovery and development contexts, to support the national strategies setting, to develop and implement the collaborative and joint programmes, to monitor progress towards the UN-Habitat MTISP,MDGs and Post 2015 Agenda, to establish electronic and other coordination systems for government and national counterparts and to access the expertise of the organization. |

Minimum Qualification, Skills and Experience Required: Master’s Degree in Economics, Social Sciences, International Relations, Political Sciences or related field. |

At least 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Knowledge about the UN-Habitat systems would be an advantage. Experience in the usage of computers and office software packages, experience in handling of web based management systems. |
