 Background:

UN-Habitat in Sudan has developed in recent years a complex but consistent programme that addresses sustainable urbanization, public/basic services delivery, housing development and livelihoods, among other aspects, with activities ranging from policy and strategy making, to studies and assessments, training and capacity development, and implementation of physical interventions at the local level, using participatory approach and alternative construction technologies. Up to now the programme is been implemented in Khartoum State, Southern Sudan and Darfur, and has the ambition to expand to Eastern Sudan, as well as starting national initiatives.

In the context of the ongoing conflict in Darfur, UN-Habitat is intensifying its urban planning and human settlement programmes to complement humanitarian assistance and prepare the grounds for an eventual transition to recovery and development. UN-Habitat has established an important presence in Darfur as the leading UN agency in the areas of Urban Planning, Land Management and Pro-poor Housing through a variety of large projects that are managed from Khartoum and implemented through component national professional in Khartoum, Darfur, Blue Nile and other states of Sudan.

Alongside with its current programmes, UN-Habitat Sudan aims at further expanding its early recovery and development programming in East Sudan and the three Protocol Areas in order to successfully answer the significant challenges that are connected with designing an effective strategy of intervention as well as operating in an area characterized by considerable security concerns. In order to achieve a strong institutional presence in Sudan that will allow UN-Habitat Sudan to most efficiently implement its programmes, UN-Habitat is strengthening it capacity in Khartoum to be able to respond to the planned expansion.

Functions / Key Results Expected

Under the guidance and direct supervision of the CTA/Head of Programme, the UN National Coordinator strengthens the relationship with the government counterparts at the federal and state levels to advocate for UN-Habitat mandate and ensure the facilitation of and smooth implementation of UN-Habitat programmes/projects. The National Coordinators reinforces capacity of the UN-Habitat field team to deliver the formulated programme outputs/results under the Regional and Urban Planning Project, Improving Basic Services and upgrading human settlements projects in the five states of Darfur and future projects in different states in Sudan.

 The National Programme Coordinator is required to use the Common Country Assessment process (CCA) and the United Nations Development Assistance Frameworks (UNDAFs), in a flexible and effective manner, to prepare high quality, focused and strategic to respond to post-crisis, early recovery and development contexts, to support the national strategies setting, to develop and implement the collaborative and joint programmes, to monitor progress towards the UN-Habitat MTISP,MDGs and Post 2015 Agenda, to establish electronic and other coordination systems for government and national counterparts and to access the expertise of the organization.



 
 Duties and responsibilities:

  1. The National Coordinators ensures proper and effective coordination with the government counterparts focusing on the achievement of the following results
  • Coordination with the Ministries senior official and stakeholders to align the formulation of UN-Habitat formulated projects with the government development priorities in the field of urban planning, land management and pro-poor housing strategies
  • Coordination of substantive preparations and support provided to the different ministries at the federal and state levels and DRA pertaining institutional and human development and capacity building initiatives
  • Coordinate the proper information sharing and reporting to the different ministries related to the progress of ongoing projects and ensure effective participation of counterparts in the review and evaluation of completed initiatives/projects.
  • Coordination with HAC and other government commissions and departments to ensure facilitation of access of UN-Habitat staff to the different states of Sudan where UN-Habitat has ongoing or future activities. 
  1. The National Programme Coordinator ensure close coordination and collaboration with PMT members, UNCT/HTC Sectors, programme teams of the organization, including experts and consultants, government counterparts, ( at the federal and state levels) multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination:
  • Ensures effective participation and support to PMT in preparation and implementation of country programming processes and products, including CCA and UNDAF and HCT Sectors focusing on achievement of the following results.
  • Ensures thorough analysis and research of the political, social and economic situation in the country provide support of the PMT, Outcome Working Groups and HCT Sectors incorporating UN-Habitat focus thematic areas on Urban Planning and pro-poor housing.
  • Development of strategies, policies and programmes in close consultation with UN Agencies and bi-lateral donors aimed at reaching the UN-Habitat MTISP, MDGs and Post 2015 Agenda. 
  1. Ensures preparation and implementation of the UN-Habitat Annual Work Plan focusing on the achievement of the following results:
  • Coordination of the UN-Habitat Annual Work Plan, reports and proposals for funding preparation in coordination with the project managers in the field.
  • Coordinates and facilitates implementation of UN-Habitat project through monitoring field mission to the project sites and provides technical and managerial guidance to the project managers and field staff
  • Coordination and collection of data and information from the project managers and consultants on progress of works and adjust the work plan accordingly
  • Preparation of regular and ad-hoc reports to UN-Habitat HQ, Regional Office For Arab States (ROAS), donors and government counterparts
  • Organization of and advice on the delivery of training and capacity building activities and their co-ordination in Sudan
  • Provide advice to the Urban Governance, Land and Housing Team on shelter/housing related issues in Sudan.
  1. Ensures timely and quality of documents prepared for the different programme needs in close consultation with CTA/Head of Programme focusing on the achievement of the following results:
  • Preparation of Terms of Reference for personnel and public / private institutions and associated activities and follow up on the recruitment procedures for staff on projects. 
  • Drafting Project Concept Notes and Proposals and contribute to the development of Project Documents
  • Review of technical reports and comment on the application and relevance in the context of Sudan
  • Preparation of routine reports on shelter/housing projects and specialist briefings for donors, project partners and UN Team
  • Preparation of terms of reference for project activities, including the required capacity building/ training activities held for the personnel of different partner ministries /authorities /agencies. Extract lessons learned from previous similar activities managed by the programme and propose future improvements accordingly.
  • Lead on the preparation of procurement and tender documents and review/analysis of related offers with UNDP to ensure completeness and compliance with UN Financial Rules and Regulations, adherence to technical specifications, and follow up on the appropriate and timely delivery of supplies and equipment.
  • Lead on the review and verification of all requests for contract payments for individual consultants/contractors submitted for services and/or works and prepare recommendations to the Head of Programme accordingly. 

      5.   Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in close coordination with the Head of Programme focusing on achievement of the following results:

  • Development of partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society.
  • Analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies, provision of advice to CSO on ensuring synchronicity, alignment and complementarity between these strategies and UN activities.
  • Coordination of the substantive preparations of the UN roundtables and other key events in close consultation with appropriate counterparts in government, UN partners, bilateral and multilateral partners. 
  1. Ensures facilitation of knowledge building and management focusing on achievement of

the following results:

  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals.
  • Identification of national policies and institutions that require strengthening to ensure effective alignment of UN-Habitat programme with the national and local development priorities.
  • Establishment of electronic and other systems for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of orientation to UN-Habitat staff and consultants on coordination and networking issues.

Impact of Results

The key results have an impact on the success of the UN-Habitat activities, strengthening of overall coordination capacity, achievement of UN-Habitat MTISP. In particular, the key results have an impact on the design and operation of UN-Habitat activities, creation of strategic partnerships with the government, UNCT, Donors and local communities towards implementation and support of national strategies and priorities.

 Minimum Qualification, Skills and Experience Required:

Master’s Degree in Economics, Social Sciences, International Relations, Political Sciences or related field.


At least 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Knowledge about the UN-Habitat systems would be an advantage. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
