Background:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
This project is intended to strengthen the monitoring and evaluation system of the Country Office to ensure the realization of its medium- and long-term programme objectives. The project also entails continual track and revision of any changes that occur throughout the implementation process, and technical and operational support of its ongoing activities. The need for a community development officer/monitoring and evaluation officer (UN Volunteers) arose in order to ensure effective and efficient programme delivery at state and community levels through robust monitoring and implementation support. More specifically, the recruitment and positioning of UN Volunteers in the UNFPA focus states will entail the delivery of a number of tasks listed under description of duties.
In collaboration with the Government of Sudan, UNFPA has adopted its sixth Country Programme (2013-2016) to deliver Reproductive Health (RH), HIV/AIDS, Gender and Population Development information and services for the targeted population. The programme supports revision/development of national policies and strategies in the fields of RH, HIV/AIDS, Gender and Population and advocates for their implementation. It also ensures increased access and availability of RH, HIV/AIDS, Gender and Family Planning services through provision of supplies and commodities, renovation of health facilities and strengthening capacities of service providers for quality programme delivery. To increase the utilization of these services and information, UNFPA works on demand creation through awareness promotion and advocacy at community and policy-making levels. Much of the interventions under this pillar are implemented at the community level using behavior change and communication techniques. Data availability through national surveys and research and integration of population dynamics (fertility, urbanization, environment) into national development frameworks are key areas of support.
The programme is being implemented at national, state and locality/community levels. Eight states and one locality per state have been identified as target areas, half of which are conflict-affected requiring humanitarian assistance while the rest are development intervention areas. Implementation of the programme will be carried out through a close partnership and execution by the governmental ministries/institutions, national NGOs and CBOs.

Duties and responsibilities:
Under the direct supervision of the Monitoring and Evaluation Analyst, the UN Volunteer will undertake the following tasks:
- Support the programme team on progress vis-à-vis planned activities and expected results/targets;
- Ensure that the projects’ quarterly and annual progress reports are prepared on the basis of results-based management and shared with UNFPA at the field and Country Office levels for updating the database;
- Build the capacity of implementing partners on monitoring and reporting (through formal and intensive on-job trainings) in the context of UNFPA monitoring and evaluation guidelines and procedures;
-Develop comprehensive profile and regularly update on the status of UNFPA relevant indicators both at state and selected locality levels;
- Monitor quality of implementation, track progress and evaluate projects though regular field visits and recommend local/contextual adjustments, where necessary;
-Support the coordination and conduct of monitoring, evaluation and assessment missions as well as the quarterly review meetings at state level;
- Identify success stories and best/bad practices arising from implementation of the planned interventions at community level and assist in their documentation and sharing with IPs and donors;
- Under the guidance of the M&E Analyst, coordinate training activities on M&E across the partners in collaboration with relevant state partners and UN agencies;
- In coordination with the Finance Unit, provide advice and mentoring to implementing partners on financial reporting using the existing tools (Detailed Operational Plan and the FACET forms);
-Provide support to programme management and programme team at state level on annual work planning and implementation issues;
-Support any other programme management, administration or operation functions not foreseen in the DOA, especially with relevant local M&E practices;
-Share knowledge of local context essential for M&E purposes with the CO staff;
-Any other related duties as may be required.
Promotion of the UN Volunteer Programme mandate
UN volunteers are expected to integrate the UN Volunteers Programme mandate within their assignment as well as promote voluntary action through engagement with communities (urban and rural) in the course of their work. As such, the UN volunteers should dedicate a proportion of their working week to the following in support of and in synergy with their primary role as Monitoring and Evaluation Associates. National volunteers can draw on their knowledge of local forms of volunteerism.
- Strengthen knowledge and understanding of the influence of voluntary action by the communities affected by issues of interest of UNFPA through the following:
o Research of the subject matter;
o Develop knowledge of non-profit community-based organizations and promote major issues of these organizations through publications and dissemination of information, that will influence the development work;
o Undertake awareness-raising (promotion) activities in communities that will increase knowledge of issues of interest to UNFPA’s mandate;
o Encourage communities to volunteer thoughts and actions to the development of their communities on the basis of issues of concern for publication and knowledge sharing;
- Build relationships with a wide range (private/public) of Community-Based Organizations (CBOs) and other Civil Society Organizations (CSOs) to support and/or participate in community-driven voluntary activities and assist them to tell their stories to the World Volunteer Web site;
- Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the UNFPA’s mandate and volunteerism;
- Monitor on a continual basis the impact of integrating UNFPA’s mandate and activities into voluntary action at the community level;
- Contribute to articles/write-ups on the peace-building and development process and experiences from the above-outlined activities and submit them to UNV publications/websites, newsletters, press releases, etc.;
- Promote and/or advise CSOs and citizens groups in the use of OV (online volunteering), and encourage relevant groups to use OV whenever technically possible.
Results/expected Outputs:
-Monitoring and Evaluation of projects technically and financially assisted by UNFPA at state level;
- Participatory analysis, problem analysis, risk analysis, logical framework development, and identification of monitoring and evaluation indicators as practiced at community, local authority and agency levels incorporated in M&E process;
- Structure established to ensure that stakeholders are consulted;
- Analyze, review related elements of participatory analysis, problem analysis, risk analysis, logical framework development, and identification of monitoring and evaluation indicators as practiced at community, local authority and agency levels;
- Key information requirements and responsibilities at each phase of the project cycle clearly defined the so that informed decisions can be made;
- Lessons of experience built in the design of future programmes;
- A final statement of achievements towards volunteerism for development during your assignment, such as reporting

Minimum Qualification, Skills and Experience Required:
a) Qualifications, skills, experience:
The incumbent must be a dynamic, multi-functional person, who supports UNFPA with professionalism, dedication and client orientation. The following qualifications are required:
-A university degree in Economics, Statistics or another relevant field;
- Preferably 3 years experience in monitoring and evaluation of development-related projects and programmes;
- Experience in peer education; experience working with communities, youth and women;
- Good knowledge of results-based management techniques;
- Working experience with international organizations and national NGOs is preferable;
-Good understanding of Sudanese civil society;
- Knowledge of English and Arabic is essential;
- Good writing and presentation skills are essential;
-Good computer knowledge;
- Affinity with humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.
