| Background: I. Background:
HIV prevalence rate is estimated at 0.67% in Sudan (2009). The total number of adults and children living with HIV was estimated at 122,216 while the estimated number of PLHIV in need of antiretroviral therapy (ART) is 18,423. The low HIV prevalence of 0.67% is not expected to be maintained for long, the trend of the HIV epidemic is on an increase and expected to become a generalized epidemic by 2013. Biological data indicates that the prevalence of HIV among female sex workers is higher than the general population. More than 50 % of female sex workers have an average of 3 dependents.
Sudan’s new national HIV strategy focuses on prevention activities, HIV awareness and increase of HIV service utilization rates in geographic locations targeting vulnerable and at risk populations. In addition, there is much focus on generation of strategic information to guide HIV interventions, partnerships and health system strengthening.
UNFPA HIV/AIDS programme overall goal is to support the National HIV and AIDS programme and other partners to Enhance their interventions related to improve the knowledge and practice towards HIV/AIDS and STIs among Most At Risk Population (MARPs) and Vulnerable groups (VPs) and provide technical support for the implementation of Behavioural Change Communications BCC programmes.
UNFPA implementation strategy is built on creating and supporting partnership with government and non-government sectors for implementation of this project. The major implementing partners are the Sudan National AIDS Control Program (SNAP), NGOs, CBOs and Academic institutions. The project relies on sensitizing, mobilizing and building the capacity of different stakeholders to take active part in raising the awareness of the community to adopt safer behaviours. The interventions are guided by the national HIV policy and strategy, and implemented in close coordination with SNAP.
II. Objectives:
UNFPA through the HIV/AIDS prevention programme targets the fifteen Sudan states and the objective of these projects is to identify CBOs/NGOs based in Sudan, with operational presence on the ground (premises) to provide comprehensive service packages to MARPs and VPs. The mentioned packages are intended to:
1. Raise the awareness about HIV/AIDS and other STIs and to further enhance and reduce risk behaviour amongst the general population, vulnerable and high risk groups in all states of the of Sudan.
2. Ensure quality voluntary confidential counseling and testing (VCCT) services are available and utilized for MARPs and vulnerable groups in all states.
3. Ensure that condoms are accessed through condom programming among targeted communities.
4. Income Generation for MARPs as an alternative for behavioral change intervention which aims at supporting them with life skills, information and to enable them to make informed decisions on their current and future life and to reduce their risky behavior.
Combination of different implementing partners may be used to support the different locations. In all the locations, the selected CBOs/NGOs will typically undertake the following activities; |

| Duties and responsibilities: Provision of HIV prevention services for the Most at Risk and Vulnerable groups:
Project (A):
a. Training and sensitization of key stakeholders (police, security, locality staff, community leaders including religious leaders. Mass Media personnel, women and youth associations) on HIV prevention.
b. Training of peer educators from Most at Risk Populations and Vulnerable Populations.
c. Organize regular meetings with peer educators from each group to monitor progress, share experiences, discuss challenges and agree on way forward
d. Support outreach peer activities and provide monthly transport allowance to peer educators.
e. Provide materials for peer educators (pens, reporting tools, bags, posters etc))
f. Provide promotional materials for MARPs outreach activities that are produced by SNAP
g. Recognition of outstanding performance of peer educators
h. Conduct public awareness raising sessions using drama and theatre messages and Radio/TV programs accompanied with outreach VCT services,
i. Conduct monitoring visits and supportive supervision for peers outreach activities
j. Coordinate, supervise and compile reports from peers and submit comprehensive progress reports to SNAP & UNFPA and other identified entities.
Provision of Income Generation Activities
Project (B):
a. Selection of project beneficiaries (MARPs) according to defined set of criteria provided by UNFPA.
b. Recruitment of economic consultant to conduct the training and follow up of all the IGA project activities.
c. Training of identified beneficiaries on Income Generating Activities (IGA) - Small Business Management training for duration of 5-days for 10 beneficiaries per state per NGO, using the standard training package
d. Support the identified project beneficiaries to conduct feasibility study for small business project.
e. Selection of the small business project for the beneficiaries according to their skills and the overall context of the project area, and the possibility to have group income generation project or individual small business project.
f. Provision of Income generating projects (micro grant) for the project beneficiaries.
g. Provision of psychosocial support and counseling services for the project beneficiaries.
h. Regular monitoring and evaluation of the beneficiary through the Small business consultant and the NGOs team using specific set of questionnaires and format for at least six month after the project start up.
III. Expected results:
1. Comprehensive HIV prevention service package provided among Most at Risk Populations, Youth and Vulnerable Populations. The selected CBOs/ NGOs will carry out the project activities. The essential elements of this project include:

- Supporting the development of MARPs and VPs groups, by supporting emerging leaders and CBOs/ NGOs, and linking them with active communities for ongoing support and mentoring.
- Working through community members norms/traditions to understand how MARPs and VPs can best be accessed, educated and supported
- Training and supporting peers to conduct out-reach activities.
- Designing different models for different sub-populations.
- Effective linkages between outreach services and other services (HIV counseling and testing, STI, TB, mental health, HIV treatment and care) - including the support for outreach workers to accompany new clients to services; cross- employment between MARPs and VPs CBOs/NGOs and these other HIV service.
- Distribution of BCC and other educational materials in appropriate language and tone for the range of sub-populations.
- Education campaigns targeting sub-population at particular risk, or behaviors and contexts that are particularly risky attention to the prevention needs of MARPs and VPs with HIV in the outreach communities
- Ensuring that messages and BCC are not just about avoiding HIV but about living with HIV, disclosing to partners and preventing onward transmission.
- Working with NGOs and CBOs on condom-use messages that build a culture of condom use among sub-population..
- Provide effective STI services within MARPs and VPs through CBOs and NGOs
- Provide quality HIV testing and counseling for MARPs and VPs through mobile VCTs and link it directly to ongoing treatment, care and support to MARPs and VPs, with keen attention to minimizing loss to follow up linked to general psychosocial support to reduce isolation and self-stigma and promote general health.
- Training and Provision of IGA projects for MARPs to enable them to run small income generating projects including close monitoring and evaluation. The project targets poor MARPs across the fifteen states with the aim of empowering them with life skills, information and support needed to make informed decisions on their current and future life and to abandon sex work or to reduce their risky behavior.
It is expected that SNAP & UNFPA will supply standardized training materials for some substantive areas, while the implementing CBO /NGO undertakes the activities. SNAP & UNFPA will hold the intellectual property rights of training resources and materials developed with funding from this project, and avoid duplication of efforts. These resources will be shared by SNAP & UNFPA with all implementing CBOs/NGOs.
2. Delivery of services monitored: Once the Applicant selected CBOs / NGOs have been selected, they will collaborate with SNAP, UNFPA and Umbrella NGOs at the federal and state levels, to monitor the project implementation and delivery of services.
3. Sustainability strategy developed: The CBOs / NGOs selected will work closely with SNAP, UNFPA and Umbrella NGOs to develop a sustainability plan for all the activities being undertaken at the state level including management of the project, operational support, and community programme implementation. This will involve high level consultations, coordination and planning with relevant government institutions, community members, other partner CBOs / NGOs and UNFPA.
4. Progress reports prepared and shared: The implementing CBOs / NGOs will provide monthly or quarterly comprehensive narrative and financial progress reports within the implementation period. The implementing CBOs/ NGOs will be provided with report template of the information required for both reports.
IV. Grant size and project duration:
One or more grants ranging from $10,000 to $90,000 will be made to different organizations within 12 month period - per project location. The amount of grants awarded will depend on the capacity of the institution, quality of proposals received and the amount of available donor funds. Grants will be given in Sudanese Pounds at the UN exchange rates.
Duration of the project should be from 6 to 9 months ending before the 31st of March 2013. UNFPA HIV/AIDS Programme may call for a second round of proposals depending upon the availability of funds.
V. Scope of Work and Expected Output
Scope of work:
CBOs/NGOs are requested to submit a proposal as a potential implementing partner in any location in Sudan for either project A or Project B; however NGOs who are interested to submit two proposals for the two projects can do that separately under different headings. This is a request for proposal only and it should not be misconstrued in any way to mean an offer of entering into an agreement with the proponent. The proposals will be subjected to a transparent evaluation based on pre-determined UNFPA criteria.
The implementation of the HIV/AIDs prevention activities will be carried out by CBOS / NGOs which will receive grants from UNFPA to implement the proposed activities in either Project A or B above.
VI. Duties and responsibilities
Under the direct guidance and supervision of the HIV/AIDS Programme Officer, and working closely with UNFPA Programme staff based in the field, the CBOS / NGOs will provide comprehensive monthly and quarterly financial and progress reports including recommendations to address programme/operational challenges; and provide a final narrative and financial report at the end of the Project. UNFPA, HIV/AIDS Programme team will provide necessary guidance for the report writing & documentation using UNFPA standards.
VII. Reporting, monitoring and evaluation
Reporting under grants
Proponents will be expected to present updates and financial reports, with documented proof of data on the project progress and expenses from project funds. Minimum reporting requirements will include; monthly and/or quarterly progress report and project completion report. Furthermore, an evaluation of the project scheme will be undertaken at the end of its cycle in order to review lessons learned and assess impact to date. Reporting under the Projects will be to the HIV/AIDS Programme unit.
Monitoring
The HIV/AIDS Programme Officer or his/her designate will undertake periodic visits to the project sites, as well as participate in the events organized by project winners.
If challenges occur in the course of project implementation the HIV/AIDS Programme Officer
, together with the SNAP and Umbrella NGOs, will provide assistance and consultations to resolve problems and facilitate smooth implementation of the project.
Project evaluation
The HIV/AIDS Programme will pay special attention to evaluation of project results.
Therefore, the inclusion of both qualitative and quantitative indicators is recommended in the project design as this will help to track and assess results of the project implementation.
Where necessary the Project will undertake an external evaluation of individual grants or groups of grants. Results of such evaluations will be made available to grant winners of this program as well as to other interested parties. |

Minimum Qualification, Skills and Experience Required: ANNEX VI: Technical Bid
Interested parties are requested to submit the following:
The structure and size of the proposal must comply with the following guidelines as per attached format:
1. Back ground along with the problems that the project intends to address. Maximum 200-300 words.
2. Project Goal & Objectives: the ultimate goal. The objectives may be divided into main and secondary objectives. Maximum 200-300 words.
3. Target Group and Project Location/s: Identification of beneficiaries and area coverage of the project. Maximum 200-300 words.
4. Project duration: Total time required to attain the set objectives including reporting on the project completion .Maximum 200-300 words.
5. Activities: Activities required attaining the stated objectives. Maximum 500 words.
6. Strategies: Strategies and partnership required for the effective implementation of the project activities. Maximum 500 words.
7. Management: Project management team or simple organizational chart of project management. Maximum 200-300 words.
8. Monitoring, evaluation, and reporting, quality control, ensuring sustainability and reporting. Maximum 500 words.
9. Financial Management: Summary of the organization budget tracking tools, financial policies and procedures, financial report, and accounting system, necessary for the effective fund management. Maximum 500 words.
10. Work-plan: Which activities to be performed by and when. Maximum 500 words.
11. Critical assumptions: what are the potential risks (man-made or natural) that this project might encounter and may cause delay or cancellation. Maximum 500 words.
Some other important considerations to be noted by the proponents are:
- The proposals should be realistic, well-structured and address the problems stated in the background of the proposal;
- The proposals should be consistent with organizational mandate (objectives) of the CSOs and professional skills and work experience of its staff;
- Roles and responsibilities of all staff and partner organizations should be clearly spelled out (i.e. planning, implementing, monitoring and evaluation);
- The proposals should include realistic monitoring and evaluation plans capturing especially the impact on the targeted groups.
- The proposal should include cash flow calculations for the whole duration of the project implementation and at least for 6 months after the completion as well as future plans for ensuring sustainability.
- The proposal should include a plan for monitoring and assessment of impacts.
The proponents should take into account of the following in relation to the budget:
- Proponents can submit proposal for project A or B or BOTH
ANNEX VII: Price Schedule Form
Interested parties are requested to submit the Budget breakdown, the bidder shall indicate on the appropriate Price Schedule the unit prices (where applicable) and total bid price of the goods or services it proposes to supply under the contract. The following point should be considered;
1. Separate budget should be prepared for each project locations that the proponent wants to work in;
2. Must be detailed, complete, rational and realistic;
3. The indirect cost and operation costs must be allocated or distributed within each activity and Not as Lump sum Percentage at the end.

ANNEX I - INSTRUCTIONS TO BIDDERS
A. Introduction
1. General
This bid is open to all national and international NGOs, who are legally constituted, can provide the requested services of Provision of HIV prevention package to MARPs in the 15 states - Sudan, and have a valid registration in the country.
Bidders should not have been engaged, directly or indirectly, in the preparation of any part of this RFP document or Annexes.
Bidders may not be on any United Nations and/or World Bank suspended or banned vendors list.
2. Cost of Bid
The bidder shall bear all costs including any related travel associated with the preparation and submission of the bid, nor can it be included as a direct cost of the assignment. UNFPA shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation.
B. Solicitation Documents
3. UNFPA Bid Document
This RFP document is posted at the www.ungm.org, www.sudanjob.net . Bidders are expected to examine all instructions, forms, specifications, terms and conditions contained in the bid solicitation documents issued by UNFPA. Failure to comply with these documents shall be at the bidder’s risk and may affect the evaluation of the bids.
4. Clarifications of Solicitation Document
A prospective bidder requiring any clarification on the RFP may notify Inas Mubark, HIV officer , iabbas@unfpa.org , & Rania Hassan, HIV officer, rhassan@unfpa.org , in writing no later than (22nd August 2012, 10:00). UNFPA shall respond to any request for clarification received, including an explanation of the query.
5. Amendments of UNFPA Bid Solicitation Document
At any time prior to the deadline for submission of proposals, UNFPA may, for any reason whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the bidding documents by amendment.
All prospective bidders that have received the bidding documents shall periodically check if amendments have been posted to the bidding documents in www.ungm.org, www.sudanjob.net. In order to give prospective bidders reasonable time to take the amendments into account in preparing their bids, UNFPA, May at its discretion, extend the deadline for the submission of bids.
C. Preparation of bids
6. Language of the Bid
The bid prepared by the bidder and all correspondence and documents relating to the Bid shall be written in English.
7. Bid Currency and Prices
All prices shall be quoted in US dollars (USD) or any other convertible currency, the bidder shall indicate on the appropriate Price Schedule the unit prices (where applicable) and total bid price of the services it proposes to supply under the contract.
8. Conversion to Single Currency
To facilitate evaluation and comparison, the buyer will convert all bid prices expressed in the amounts in various currencies in which the bid prices are payable to USD at the official UN exchange rate on the last day for submission of bids.
9. Validity of Bid
The prices of the bid shall be valid for 90 days after the closing date of bid submission as specified by UNFPA. A proposal valid for a shorter period will be rejected by UNFPA as non-responsive. UNFPA may solicit the bidder's consent for an extension of the period of validity under exceptional circumstances.
D. Submission of Bids
10. Documents Establishing Eligibility of Goods and Services and Conformity to Bidding Documents
The documentary evidence of conformity of the goods and services to the bidding documents may include the following documentation, to be completed and returned in the electronic formats specified, submitted on CD or flash drive (memory stick).
Failure to furnish all the information required for submission of a bid which does not substantially respond to the UNFPA bid document in every respect shall be at the bidder’s risk and may result in a rejection of the bid.
A bid shall consist of two parts: the technical and the financial bid. The technical bid containing the technical specifications for “Provision of HIV prevention package to MARPs in the 15 states – Sudan” and the financial bid containing price information shall be submitted separately in two different envelopes.
10.1. Technical Bid
For UNFPA’s acceptance of the bid, the bidder should furnish documentary evidence of:
a. Completed and signed Bid Submission Form (according to Annex III, word document)
b. Completed Bidders Identification Form (according to Annex IV, word document)
c. Copy of last audited financial statements
d. Bidder’s previous experience and clients (according to Annex V, word document)
e. Technical bid, including documentation to demonstrate that the bidder meets all requirements. The technical bid should be concisely presented and structured to include but not necessarily be limited to the information listed in Annex VI.
10.2. Financial Bid
Please complete the Price Schedule Form (Annex VII in Excel format). Your separate financial bid must contain a quotation in a single currency, itemizing all services to be provided.
Please consider the following information when completing the Price Schedule Form:
The Price Schedule must provide a detailed cost breakdown, as shown in Annex VII. Provide separate figures for each of the steps for each item.
Estimates for out of pocket expenses should be listed separately. Where installation, commissioning, training or other similar services are required to be performed by the bidder, the bidder shall include the prices for these services breakdown into itemized prices.
UNFPA anticipates awarding the project on a fixed price basis. In order to complete an analysis of the proposed prices, firms are required to submit itemized pricing that identifies the staff who will work on the project, their billing rate as well as the number of hours proposed for the project. Anticipated out of pocket expenses should be detailed as well.
All prices/rates quoted must be exclusive of all taxes, since UNFPA is exempt from taxes.
Submit this financial bid in a separate envelope from the rest of the RFP technical bid.
11. Partial Bids
Partial bids are not allowed under this RFP.

Financial Bid
If the outer envelope is not securely closed and marked as required, UNFPA shall assume no responsibility for the bid’s misplacement or premature opening.

13. Deadline for Submission of Bid and Late Bids
Bids must be delivered to the office on or before the date and time specified in this RFP.
UNFPA may, under special and exceptional circumstances, extend this deadline for the submission of the bids and such changes shall be notified bon UNGM before the expiration of the original period.
Any proposal received by UNFPA after the deadline for submission of bids shall be rejected. UNFPA shall not be legally responsible for bids that arrive late due to the bidder’s problems with the courier company.
14. Modification and Withdrawal of Bids
The bidder may withdraw its bid after submission, provided that written notice of the withdrawal is received by UNFPA prior to the deadline for submission. No bid may be modified after passing of the deadline for submission of bids. No bid may be withdrawn in the interval between the deadline for submission of bids and the expiration of the period of the bid validity.
15. Storage of Bids
Proposals received prior to the deadline of submission and the time of opening shall be securely kept unopened until the specified bid opening date stated in the UNFPA’s bid solicitation document.
E. Bid Opening and Evaluation
16. Bid Opening
UNFPA shall open all bids in the presence of two witnesses. There shall be separate openings for technical and financial bids. The bidders’ names and submitted documents shall be announced at the technical bid opening.
After the technical evaluation has been made, the financial proposals can be opened. During the financial bid opening, the bidders’ names and the prices stated in the financial bid shall be announced.
No bids shall be rejected at the bid opening, except for late bids.
17. Clarification of Bids
To assist in the examination, evaluation and comparison of bids, UNFPA may ask bidders for clarification of their bids. The request for clarification and the response shall be in writing by UNFPA and no change in price or substance of the proposal shall be sought, offered or permitted.
18. Preliminary Examination of Bids
UNFPA shall examine the bids to determine whether they are complete, whether any computational errors have been made, whether the documents are properly signed and whether the proposals are generally in order.
Prior to the detailed evaluation, the Buyer will determine the substantial responsiveness of each bid to the RFP in a preliminary examination. For purposes of these clauses, a substantially responsive bid is one that conforms to all the terms and conditions of the RFP without material deviations. The Buyer’s determination of a bid’s responsiveness is based on the contents of the bid itself without recourse to extrinsic evidence.
A bid determined as not substantially responsive will be rejected and may not subsequently be made responsive by the bidder by correction of the non-conformity.
Arithmetical errors shall be rectified on the following basis: If there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If the Bidder does not accept the correction of errors, its proposal shall be rejected. If there is a discrepancy between words and figures, the amount in words shall prevail.
19. Evaluation of Bids
A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical bid being completed prior to any financial bid being opened and compared. The financial bid will be opened only for those bidders who meet the requirements for the RFP. The total number of points which a bidder may obtain for technical and financial bids is 100 points. |
