 Background:

CAFOD Sudan is seeking a qualified candidate to contribute to CAFOD’s involvement in the Sudan Programme in line with the Humanitarian Strategy (HS) by leading the day-to-day management of CAFOD-supported WASH programmes and partnerships.



 
 Duties and responsibilities:

Programme management and development in line with the direction set by the Humanitarian Strategy:

  • In co-operation with partners, develop and manage CAFOD-supported WASH Emergency programmes (this includes long-term development and advocacy), contributing to the development and review of CAFOD’s Humanitarian Strategy and programme frameworks.
  • Identify WASH gaps in the targeted communities and advocate to address these gaps jointly with the IPs and local leadership and in coordination with the WASH PM and Surge PM.
  • Support the implementation of hygiene promotion activities appropriate to the context in close collaboration with the Hygiene Promotors/Volunteers to ensure that technical and social aspects of water and sanitation programming are integrated.
  • In coordination with the IPs and health authorities, mobilise and train community hygiene promotors/volunteers to support WASH/hygiene promotion activities in communities, camps, and schools and ensure quality hygiene promotion activities are conducted regularly.
  • Ensure the integration of beneficiary participation and accountability and provide accurate and timely reporting of activities according to CAFOD, donor and other applicable timeframes and formats.
  • Promote gender and protection mainstreaming in the WASH response programming in liaison with the Protection, Child Protection, and GBV while ensuring women can influence decisions around WASH issues.
  • Continuously monitor and supervise WASH activities, overseeing the technical design, execution, and evaluation of progress through outputs and impacts using quantitative and qualitative data.
  • Jointly responsible with partners for the effective implementation, monitoring, evaluation (including facilitating external assessment) and reporting on programmes in line with jointly agreed standards (programme cycle management) and donor requirements.
  • In agreement with partners, jointly develop emergency programmes and project proposals and assess the existing capacities to manage and implement the work. This includes leading the preparation of funding applications and reports for external funders in liaison with the WASH PM, Surge PM and the Programme Development Funding Officer, and the development of partner capacity development plans to address capacity issues.
  • Promote, capture and disseminate learning from partners and programmes and ensure that this informs future programme development.
  • Contribute, where appropriate and in agreement with partners, to advocacy and information work supporting partners' efforts with relevant stakeholders at the state and federal levels.
  • Oversee and support (where appropriate) the work of Programme Accompaniers and consultants working on CAFOD-supported programmes.
  • Respond to emergencies as they occur, as requested by the WASH PM and the Surge PM.
  • Keep updated with development issues and trends within the relevant country or sector. 
  • Monitor the political and security context to contribute to CAFOD’s organisational risk assessments and security plans.
  • Realise CAFOD’s principles by acting in line with CAFOD’s partnership standards and by promoting and supporting partners’ adherence to jointly agreed accountability, gender, safeguarding children, supply chain management/procurement good practice, and other standards as these emerge.

Managing effective relationships with partners:

  • Develop, nurture and manage relationships with CAFOD’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance and tools and in agreement with the WASH PM and the Surge PM.
  • Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place and that any shortcomings are addressed.
  • Invest in partners’ capacities by jointly identifying needs, developing plans to strengthen capacities, identifying sources of support, and allocating resources. This can be through a facilitator or by direct provision of specific capacity-strengthening support.
  • Support partners in accessing the tools and support required to implement capacity development plans successfully.
  • Organise (and, where relevant, accompany) partners’ visits.

Internal and external representation:

  • Coordinate with the WASH PM and Surge Programme Manager to develop, nurture, and sustain relationships and effective communications with relevant stakeholders, including local government, national networks, and other agencies at the state and federal levels.  This will include other Caritas/CIDSE agencies.
  • In agreement with the Country Representative or Programme Manager, sustain relationships with relevant bi-lateral agencies, seeking opportunities for programme funding, where applicable.
  • Communicate with other teams within CAFOD to ensure that the programme is well understood and that information is available for fundraising and other communication, including publications, media briefings, education, etc. This may involve participation in sessions/events with supporters, communities of practice, working groups, etc., as agreed upon with the relevant manager.

Financial management and monitoring of programmes and projects: 

  • In close cooperation with the relevant roles in the finance and funding teams, prepare, manage and monitor CAFOD and partner-led expenditure budgets, as agreed with the Programme Manager or Country Representative.
  • Deliver the programme within agreed budgets or instigate revisions according to evolving needs, per CAFOD’s finance guidelines and procedures.
  • Develop relevant risk registers and monitor them with the Country Representative, WASH PM and Surge PM.
  • Where appropriate, commission and manage (with partners) audits for programmes and projects.
  • Carry out partner financial profiles and reviews with the finance team. 

Systems and Compliance:

  • Effectively use CAFOD’s programme management information systems to ensure up-to-date programme and project information. This will include producing management information to support decision-making.
  • Ensure compliance with agreements, regulations and requirements attached to our work. 

 
 Minimum Qualification, Skills and Experience Required:

  1. Understanding and first-hand experience of institutional funding work/projects, priorities, trends, and donor conditions.
  2. Experience using programme cycle management tools effectively to deliver work within an agreed programme framework;
  3. Able and committed to working with and developing the capacity of local partner organisations/ National NGOs;
  4. Financial management understanding and experience (budgeting, financial reporting, and expenditure monitoring). 
  5. Experience in working with partners and leading WASH projects.
  6. Have at least four years of experience in WASH-related programme implementation with either INGOs or NGOs holding senior positions.
  7. A bachelor’s degree in WASH-related courses (Civil engineering, public health, and sanitation) or a master's degree in the same field will be an added advantage. 
  8. Understanding and first-hand experience of institutional funding projects, priorities, trends, and donor conditions.
  9. Previous work experience in the region.
  10. Fluent in English and Arabic (written and spoken).
  11. Ability and willingness to travel (approximately 12 weeks per year), sometimes at short notice and to potential risk areas. 
  12. Available within a maximum of 2 weeks after appointment.
