 Background:

CAFOD Sudan is seeking a qualified candidate to lead the programmatic and partnership aspects of CAFOD’s WASH programme in Sudan and support the Implementing Partners (IPs) in line with the Humanitarian Strategy (HS) and donor requirements.



 
 Duties and responsibilities:

Lead and manage the programme portfolio:

  • Lead the review of the WASH programmatic aspects of the Humanitarian Strategy, particularly programme frameworks.
  • In line with the overall direction the Sudan Humanitarian Strategy sets, ensures that the WASH programme delivers quality programming, coordinates with state and federal programmes and guidelines and meets agreed quality standards and donor/contractual obligations.
  • Coordinate the development of new pieces of work while ensuring the effective implementation of existing programmes in line with agreed quality standards (including programme cycle management) and donor contract guidelines and obligations. 
  • Ensure that cross-cutting themes (e.g., safety, access, dignity, inclusion, gender equity, downwards accountability, safeguarding, sustainability, climate change, etc.) are fully integrated into WASH programming and effectively managed within and across the programme, working with the relevant staff to achieve this while ensuring that learning is captured and shared across the broader organisation and between partners, and informs decision making.
  • Provide timely preparation and submission of high-quality narrative reports to the Surge Programme Manager and the Country Representative. 
  • Manage the performance of implementing and resource partners and ensure achievement of sub-contract deliverables.
  • Ensure that monitoring, learning, evaluation, and accountability processes are in place and compliant with CAFOD MEL benchmarks and ensure that feedback is incorporated into programme design and learning disseminated.
  • Implement joint monitoring, evaluation, and learning systems among all partners and analyse the data generated to inform project management, technical programming, best practices, and applied research development. 
  • Conduct regular monitoring of water & sanitation projects and submit timely feedback to management and IPs. 
  • Keep up to date with development issues and trends within the relevant country/sub-region or sector and, more generally.

Staff management:

  • Provide the overall oversight for the WASH team.
  • Provide direction and technical advice to the WASH intervention team; supervise, mentor, and monitor the work of the water/sanitation, hygiene and waste collection teams.
  • Oversee essential WASH staff hiring, orientation, and training to ensure the recruitment, retention, and professional development of a talented, motivated team in line with CAFOD management standards. 
  • Provide leadership and support to direct reports (and staff under shared management arrangements), act as a sounding board and hold them to account in areas under their responsibility. This includes setting objectives, induction, organising regular 1:1 meetings, conducting annual performance reviews, providing coaching, and ensuring team members have individual development plans. The post-holder may be required to manage volunteers and staff remotely.
  • Ensure adequate and appropriate systems and processes for team learning and development are in place.

Financial and funding management:

  • Manage the programme and costs budget and cash flow (implementing manager/budget holder responsibilities), monitor income and expenditure, and ensure the latter complies with agreed parameters and policy.
  • Ensure accurate and timely reporting of programme finances and progress status, review actual financial performance against the budget, donor contracts, and IP funding Agreements.
  • Ensure the programme complies with CAFOD’s and donor financial management standards, including managing financial risks.
  • Identify opportunities for co-financing from institutional donors and provide leadership in securing and managing such funds, working with the Programme Development & Funding and Major Gifts teams.

Overseeing effective relationships with partners: 

  • Provide guidance and support to Programme Officers and other Programme team members in their work to develop and nurture effective relationships with partners. In some cases (e.g., strategic partners), the post-holder can be more active in developing those relationships. 
  • Work with Programme Officers and the team to support or facilitate the development of partners’ capacities and promote the sustainability of their work. This includes developing tailor-made capacity development plans.
  • Ensure that the Sudan partnership portfolio is regularly reviewed and that individual relationships are monitored against CAFOD’s and partners’ partnership standards and expectations.

Internal and external representation:

  • Coordinate with the Country Representative, Surge PM, and the programme team to develop, nurture, and sustain relationships and effective communications with relevant stakeholders, including local government, national networks, and other agencies working in Sudan.  This will include other Caritas/CIDSE agencies.
  • In liaison with the Country Representative/Surge PM and the team, sustain relationships with relevant donors and UN agencies, seeking opportunities for programme funding, where applicable.
  • Effectively communicate with other CAFOD teams to ensure the programmes are well understood. That information is available for fundraising and other communications, including publications, media briefings, development education, etc. This may involve participating in communities of practice, working groups, supporter events, etc., as agreed with the Country Representative and the Programme Team.
  • Ensure CAFOD presence and active participation in respective sector cluster working groups to stay abreast of strategic changes and challenges in the humanitarian context, contribute to discussions on common WASH strategies and raise awareness of continued needs in the WASH sector.
  • Facilitate and document lessons learned and best practices within the consortium to realise improved WASH outcomes. 
  • Organise learning and sharing opportunities between the programme and external stakeholders regularly.
  • Oversee programme communication strategies, including compliance with donor branding and marketing requirements.  

Safety Management:

  • Monitor the political and security context as appropriate and as delegated by the Country Representative to contribute to CAFOD’s organisational risk assessments and security plans, ensuring all staff and visitors adhere to the SOPs to mitigate risk in relation to humanitarian programmes and in accordance with the Country Security Plan.
  • Support partners in strengthening their understanding and practice of security risk management and ensuring effective security-related communications to ensure partner staff well-being.

Systems and compliance: 

  • Overseeing the effective use of CAFOD’s systems to share programme knowledge and inform decision-making. This includes overseeing compliance with our work's agreements, regulations and requirements. 

Thematic focus: 

Complement partners’ thematic understanding of WASH, contributing to developing relevant interventions that bring about positive change, offering guidance to the programmes team, etc. 

 


 
 Minimum Qualification, Skills and Experience Required:

I. A technical expert in one or more WASH areas.

II. master’s degree in a relevant field such as environmental studies, international development, engineering, or public health.

III. Significant high-level management experience in the development sector, preferably in water, sanitation, and hygiene (WASH).

IV. Technical proficiency in water supply, sanitation, or hygiene program design, implementation, monitoring, and evaluation.

VI.  Ability and willingness to travel, often at short notice and to insecure areas.
