 Background:

CAFOD Sudan is seeking a qualified candidate to contribute to CAFOD’s involvement in the Sudan Programme in line with the Humanitarian Strategy by leading the day-to-day management of CAFOD-supported FSL/CVA programmes and partnerships.



 
 Duties and responsibilities:

FSL Related Tasks 

  • Develop tools and methods appropriate to the current fragile context in Sudan to assess the food security and livelihood-related needs and opportunities to include in responses, contributing to the development and review of CAFOD’s Humanitarian Strategy and programme frameworks.
  • Lead data gathering and analysis related to food security and livelihoods from target and proposed target populations as part of integrated and joint assessments to inform the response analysis towards developing contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
  • Lead the expansion and growth of resilience programming and value addition in the target areas.
  • Identify public, non-profit, and private organizations for cross-learning to develop and implement resilience and food security programs.
  • Through a localization approach, support the capacity strengthening of local partners for quality project implementation.

CVA Related Tasks

  • Support the consolidation and enhancement of cash-based interventions and market-based approaches within FLS responses, especially in areas where market support could enable the most vulnerable to address their food and livelihood-related needs.
  • Lead the collection, harmonization or development of Sudan programme CVA standard operating procedures, related tools, and risk management analysis.
  • Conduct joint field visits with IPs and finance service providers to monitor and evaluate program implementation and recommend necessary corrective actions.
  • Plan and manage implementation systems, including participating in due diligence processes and drafting contracts for selecting financial service providers and partners, determining the selection criteria for beneficiaries, and creating payment lists.
  • Oversee payment instruments, ensuring appropriate controls and compliance with donor and CAFOD standards.
  • Develop beneficiary awareness strategies in line with the accountability framework for affected populations.
  • Conduct periodic partner capacity assessments to inform capacity-strengthening needs and training.  
  • Network and collaborate with different actors (clusters, INGOs, CSOs, private sector) to ensure value addition from the CVA response towards improving the food security and livelihood of communities living in the ongoing conflict crisis in Sudan.

Managing effective relationships with partners

  • Develop, nurture and manage relationships with CAFOD’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance and tools and in agreement with the WASH PM and the Surge PM.
  • Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place and any shortcomings are addressed.
  • Invest in partners’ capacities by jointly identifying needs, developing plans to strengthen capacities, identifying sources of support, and allocating resources. This can be through a facilitator or by direct provision of specific capacity-strengthening support.
  • Support partners in accessing the tools and support required to implement capacity development plans successfully.
  • Organise (and, where relevant, accompany) partners’ visits.

Internal and external representation

  • Coordinate with the WASH PM and Surge Programme Manager to develop, nurture, and sustain relationships and effective communications with relevant stakeholders, including local government, national networks, and other agencies at the state and federal levels.  This will include other Caritas/CIDSE agencies.
  • In agreement with the Country Representative or Programme Manager, sustain relationships with relevant bi-lateral agencies, seeking opportunities for programme funding, where applicable.
  • Communicate with other teams within CAFOD to ensure that the programme is well understood and that information is available for fundraising and other communication, including publications, media briefings, education, etc. This may involve participation in sessions/events with supporters, communities of practice, working groups, etc., as agreed upon with the relevant manager.

Financial management and monitoring of programmes and projects 

  • In close cooperation with the relevant roles in the finance and funding teams, prepare, manage and monitor CAFOD and partner-led expenditure budgets, as agreed with the Programme Manager or Country Representative.
  • Deliver the programme within agreed budgets or instigate revisions according to evolving needs, per CAFOD’s finance guidelines and procedures.
  • Develop relevant risk registers and monitor them with the Country Representative, WASH PM and Surge PM.
  • Where appropriate, commission and manage (with partners) audits for programmes and projects.
  • Carry out partner financial profiles and reviews with the finance team. 

Systems and Compliance 

  • Effectively use CAFOD’s programme management information systems to ensure up-to-date programme and project information. This will include producing management information to support decision-making.
  • Ensure compliance with agreements, regulations and requirements attached to our work. 

Thematic focus 

  • Complement partners’ thematic understanding of FSL, contributing to the development of relevant interventions that bring about positive change. 

Other Responsibilities

  • Responsible for technical quality and contributed to identifying funding opportunities, including funding proposals, project budgets, and donor reports.
  • Promote gender and protection mainstreaming in the FSL/CVA response programming in liaison with the Protection, Child Protection, and GBV while ensuring women can influence decisions around the FSL/CVA issues.
  • Promote, capture and disseminate learning from partners and programmes and ensure that this informs future programme development.
  • Oversee and support (where appropriate) the work of Programme Accompaniers and consultants working on CAFOD-supported programmes.
  • Keep updated with development issues and trends within the relevant country or sector. 
  • Monitor the political and security context to contribute to CAFOD’s organisational risk assessments and security plans.
  • Realise CAFOD’s principles by acting in line with CAFOD’s partnership standards and by promoting and supporting partners’ adherence to jointly agreed accountability, gender, safeguarding children, supply chain management/procurement good practice, and other standards as these emerge.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in agriculture/Environment/Natural Resources Management/ Rural Development.
  • Understanding and first-hand experience of institutional funding work/projects, priorities, trends, and donor conditions. 
  • Thematic experience in FSL and CVA.
  • Experience using programme cycle management tools effectively to deliver work within an agreed programme framework.
  • Able and committed to working with and developing the capacity of local partner organisations/ National NGOs.
  • First-hand work experience with a values-based partnership approach. 
  • Previous work experience in the region.
  • Financial management understanding and experience.
  • Ability and willingness to travel sometimes at short notice and to areas of potential risk.
  • Fluent in English and Arabic (written and spoken). 
  • Available within a maximum of 2 weeks after appointment.
